THIS IS A SMALL BUSINESS SOURCES SOUGHT NOTICE REPRESENTING A MARKET SURVEY AND IS NOT A REQUEST FOR PROPOSALS, PROPOSAL ABSTRACTS, QUOTATIONS OR INVITATION FOR BIDS A The Department of Veterans Affairs is conducting a sources sought to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are Service-Disabled Veteran-Owned, Veteran-Owned, Small Business, HUB Zone 8(a), Women-Owned, or small disadvantaged business concerns; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Small businesses concerns shall be capable of providing the necessary equipment and personnel to furnish service in the volume required for all the items under this contract. Contractor shall meet all requirements of Federal, State or City codes regarding operations of this type of service. The NAICS code is 238220 (Size Standard: $19.0) The intent of this notice is to determine the availability of qualified commercial sources technically capable of performing the services required to replace 15 Steam Safety Valves as with approved materials as outlined in the Scope of Work below. The Boiler Plant in need of this conversion service project is at the Ralph H. Johnson VA Medical Center (RHJ VAMC), located at 109 Bee Street, Charleston, South Carolina. Scope of Work Replace and install a total of 15 steam safety valves in boiler plant room with approved valve material based on requirement VHA Operational Alert and Guidance Document and VHA Directive 1810(1).Test all valves after installation in accordance with VHA Boiler and Associated Plant Safety Device Testing manual 8th Edition. -Contractor shall field verify all 15 steam safety valves to be replaced and ensure proper sizing, materials, specifications and submit to VA Engineering for review and approval prior to purchasing. Installation procedures should follow manufactures recommendations or industry standards. -Contractor shall coordinate with the COR and Boiler plant supervisor for steam outage requirements. -Contractor shall test all steam safety valves to ensure proper operation after installation. This includes conducting a pressure test after installation. -Dispose of any waste materials properly. Background: The VA has generally prohibited the use of cast iron fittings and pipe components (valves, steam traps, etc.) due to the risk of failure with shock loading. A recent incident involving the fatality of staff and contractors has heightened the concern with the continued use of this material on steam systems. Based on the brittle nature of cast iron and the two fatalities at a VA Medical Center, VHA Healthcare Engineering leadership has made the decision to discontinue the use of any cast iron, ductile, or malleable fittings and components in high and medium pressure steam systems, whether existing or new. Facilities with cast iron components in their high-pressure and/or medium pressure system must develop a plan to identify and replace these fittings and components as soon as possible. Facilities must always use due diligence to avoid any sudden pressure, temperature, or mechanical shocks to the steam distribution system, such as water hammer or energizing a steam system too quickly. This guidance covers steam generation and distribution systems, or portions thereof, operating at a pressure of 15 pounds per square inch gauge (psig) or greater. Also included are distributions systems for hot water or other liquids at a temperature of greater than 257 degrees Fahrenheit. New construction, renovation, repair, replacement, or any other projects shall not use cast iron fittings, and components or malleable/ductile fittings anywhere in the high-pressure and medium pressure steam system (15 psi or above). All new construction must use only cast steel or forged steel fittings and components, in accordance with applicable VA Master Specifications. Existing steam distribution systems at VA facilities constructed prior to this operational alert shall conduct a steam distribution system survey to document the locations and type of any cast iron and malleable iron fittings and components. The facility shall develop a risk assessment and interim safety measures pending replacements of all cast iron or malleable fittings with forged or cast steel fittings over time. To mitigate the risk of deleterious effects of water hammer and shock loading on the piping system each facility shall develop a detailed start-up procedure on bringing a steam system, or part of a steam system, back into service after it has been shut down for any reason. The procedure must also address action to be taken in response to any reported or observed water hammer. The purpose of the procedure is to mitigate the risk of effects of water hammer and shock loading on the piping system. (End of Scope of Work) Potential offerors having the skills, experience, professional qualifications, and capabilities necessary to perform the described requirement are invited to provide a capabilities statement via e-mail. The Capability statements shall not exceed three (3) pages and must include the following: 1) Company name and Point of Contact information (address, telephone, e-mail, web-site, etc.); 2) DUNS number and CAGE code; 3) Small Business Size/Certification (to include 8(a), HUB Zone, SDVOSB, etc.); and (4) Familiarity and product knowledge. Responses are due no later than 12:00pm EST, Monday, July 22, 2024, and shall be electronically submitted to: Monica.Reed@va.gov. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The Method of Contractor Selection has not been determined at this Time.
