Project Description This Project entails the installation of a roof-mounted solar system, with an estimated capacity of approximately 225 kWp DC, situated on a commercial building in North Minneapolis. For Phase Two, the firms qualified from Phase One will receive the Best Value Request for Proposal (RFP) for this project. Proposers will be required to submit their proposals, including their bid prices, as directed in the RFP. The County will select a contractor based on the proposals submitted in response to the RFP, while reserving all rights outlined in the RFP and other applicable regulations. For Phase One, this RFQ represents the initial phase of the procurement process, aimed at gathering information to prequalify firms that meet the minimum qualifications and technical requirements. The County will evaluate the submitted information and determine which firms are qualified. This project entails the installation of a roof-mounted solar system, with an estimated capacity of approximately 225 kWp DC, situated on a commercial building in North Minneapolis. The selected Contractor will be responsible for obtaining and paying for all necessary permits, interconnection agreements, and regulatory approvals. The Contractor will also design a comprehensive Photovoltaic (PV) system and oversee its complete installation and interconnection, ensuring full compliance with all relevant laws, ordinances, and codes. Additionally, the Contractor will ensure that all electrical work is performed by a licensed electrician in accordance with Minn. The County will use a two-phase procurement process to select a Contractor to deliver the Project. This RFQ shall be publicly advertised on the county's bidding portal as required by Statute and Hennepin County Purchasing Rules. This process is governed by Minnesota Statutes section 383B.144 Prequalification of Proposers, section 471.345, subd. 3a Uniform Municipal Contracting Law. Failure to submit a response on time may be grounds for rejection of the response; however, the County reserves the right, in its sole and absolute discretion, to accept responses after the time and date specified. The County reserves the right to modify the RFQ at any time prior to the response due date. If the RFQ is modified, addenda to the RFQ will be provided to all Respondents known to have received a copy of the RFQ and posted on the Hennepin County website. Additionally, the Contractor will ensure that all electrical work is performed by a licensed electrician in accordance with Minn. Stat. 326B.33. 1.2 PROJECT SCOPE The scope of work includes the complete design and installation of PV systems in accordance with the provided specifications and drawings. The project includes a roof-mounted solar installation, approximately 225 kWp DC on a commercial building in North Minneapolis. The mounting system will be fully ballasted on a low-sloped, 60 mils, black, fully adhered EPDM roof and will be fixed tilt at 10 degrees. The solar installation will be on two different roof heights - a one-story portion and a two-story portion. The equipment specified for the project to be commercial grade and UL listed. Panels will be required to have a 25-year performance warranty that modules will generate no less than 85% of rated output, and a 12-year material warranty. Panels to have a minimum efficiency of 20%. Inverters must have a 12-year manufacturers warranty. Inverters must have a peak efficiency rating of 96% or higher.
