All quotes shall be submitted and signed by an authorized agent of the company. Purpose The Rivanna Water & Sewer Authority (the "Authority") is seeking quotes for cleaning and performing acceptance testing of inverted siphons located on the Moores Creek and Powell Creek Interceptors (MCI and PCI, respectively). Repair and coating of select existing sanitary sewer manholes is also included in the Work. Please refer to the Maps & Work Orders (Attachment A) for specific information on siphons to be cleaned and manholes to be coated. Scope and Construction Notes 1. Work to be performed shall be inclusive of any labor, equipment, or materials necessary to completely clean the specified siphons, perform post-inspection acceptance testing, specified manhole rehabilitation, and any effort required to access the Work. Restoration of any disturbed pavement, lawns, grasses, or other existing features shall be incidental to the pricing provided in the quote. 2. There are three quote items provided in the Quote Form (Attachment B). Quote Item #1 is for cleaning and performing acceptance testing via sonar of the specified existing siphon barrels. This shall include all required cleaning of the siphons, as well as the two immediate upstream sewers at each siphon. Bypass pumping, if necessary shall be included in the price quoted. Quote Item #2 is for installation of 1" thick cementitious mortar at specified manholes, and Quote Item #3 is for installation of injection grout to stop active leaks at RVI-MH-32, along with regrouting of the existing bench and invert. 3. Please note that the sewers specified for inspection herein may be subject to high flows. Work may need to be performed during off-peak hours overnight. Please refer to the Attachment C for additional details. Payment for siphon cleaning will only be made after approval of acceptance tests by the Owner and Engineer. 4. There are several potential access points to the sewers, many of which are near residential or commercial areas. When visiting the site, prospective Quoters should park in designated areas or near the shoulders of roadways and walk to the sections of sewer included in the work, to prevent disruptions and disturbance to private property. All access outside of RWSA Easement Areas shall be the responsibility of the Contractor. Written permission shall be obtained for all access outside of designated RWSA Easement Areas. 5. Easement conditions will worsen during and after heavy precipitation events. Equipment access shall be planned accordingly. Prospective Quoters are encouraged to open manholes to visually check flow levels. Any manholes opened shall be refastened using existing bolting systems. It shall be the responsibility of the Contractor to submit to the Owner and Engineer a bypass plan for approval prior to the work, if it is deemed necessary by the Contractor for Siphon Cleaning. Bypass pumping is not intended to be utilized for manhole rehabilitation. All bypass pumping operations should plan for the existing pipes flowing full. 6. Flow through plugs for manhole rehabilitation may only be utilized with written approval from the Owner or Engineer. Work during lower flow, overnight periods may be required to complete the work. No additional payment will be provided for work during off-peak hours. 7. Contractor shall provide the Authority with a schedule within 7 Calendar Days following the Notice to Proceed and shall provide at least 14 Working Days of notice prior to mobilization. 8. Contractor shall be responsible for any damage to the sewer infrastructure or existing features of the surrounding property (including utilities) as a result of this work. All property disturbed shall be restored to pre-existing conditions at no additional cost to the Authority. 9. Substantial Completion shall be achieved within 100 calendar days of Notice to Proceed and issuance of a purchase order. Substantial Completion is defined as having finished the work and submitted all acceptance testing to RWSA, as well as having completed all restoration work at the project sites. 10. Regular allowable work hours for this project shall be from 8 AM - 5 PM, Monday - Friday, unless otherwise authorized in writing by the Owner and Engineer or required by regulatory agencies having jurisdiction over the project. Work on weekends and Authority holidays will not be permitted for this project. 11. Some sewers included in the scope of work are near public roadways. Any VDOT or City permitting and subsequent traffic control requirements shall be the responsibility of the Contractor, and such requirements shall be incidental to the unit pricing provided. 12. If awarded, Contractor will be issued a purchase order for the work (Attachment F). 13. If awarded, Contractor shall provide proof of adequate insurance (Attachment G). 14. If awarded, Contractor shall participate in a Safety Meeting with the Owner's Safety Manager. The checklist provided (Attachment H) shall be completed and submitted to Owner for review at least 3 business days prior to the meeting. Please note that both the Contractor Company Safety Representative, and the Contractor On-Site Safety Representative, must have an OSHA 10 Certification at a minimum. The On-Site Safety Representative may have another role in the crew (i.e. - Superintendent, Foreman, etc.), but must be on site at all times during the work. SCOPE A. Work in this section shall consist of furnishing all labor and equipment required to completely clean the two sanitary sewers immediately upstream of each siphon identified for cleaning from manhole to manhole, to inspect and document the interior condition of the gravity sewers utilizing closed circuit television (CCTV) equipment, and to thoroughly clean the identified siphons and provide acceptance inspection of the siphons utilizing sonar technology. The Contractor shall be required to clean and televise sewers downstream of the siphons to the satisfaction of the Engineer/Owner if there is evidence that debris has been washed downstream due to unacceptable cleaning operations (allowing solids to pass downstream from the cleaning of the sewers/siphons scoped in the project).
