STAT. 16C.285 Responsible Contractor are imposed as a requirement of this contract. All bidders and persons or companies providing a response/submission to the Quote Request of the City of North St. Paul shall comply with the provisions of the statute. Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all registered plan holders. Questions received less than seven days prior to the date for opening of Bids may not be answered. The 2024 Crack Sealing Project shall include the furnishing of all labor, materials, tools, and equipment necessary to complete the crack routing, cleaning, and sealing, and appurtenant work as shown on the Plans and specified herein. The project consists of crack routing, cleaning, and sealing along approximately 8 miles of roadway within the City of North St. Paul and includes a parking lot adjacent to Charles Street North between 7 th Avenue East and 5 th Avenue East. As shown in the project location map, the estimated quantity of pounds for routing and sealing in the quote form is taken from the Priority 1: Crack Seal, Priority 2: Crack Seal, and Priority 2: Crack Seal & Edge Seal locations. GR - 2 WORK SEQUENCE The Contractor shall: 1. Construct work in a sequence that will allow the work to start within (7) days of receiving the Notice to Proceed. 2. Attend a preconstruction conference organized by the Engineer and provide all required submittals and a detailed schedule in writing to the Engineer for approval, and after approval, shall not deviate from it without written permission from the Engineer. 3. Notify the Engineer one week in advance of the start of construction such that appropriate observation staff may be deployed. The City Council reserves the right to reject any and all Bids and to waive any Bids received without explanation. No Bid may be withdrawn for a period of sixty (60) days. For all further requirements regarding Bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. The website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the website www.questcdn.com.
