Contract Type: Fixed Fee Contract All proposals (bids) are to be accompanied by a bid bond or certified check in the amount of 10% of the total bid. The Township reserves the right to waive any minor informalities, irregularities or defects in the bid, or to reject any or all of the bids. The successful Bidder must comply with Pennsylvania Prevailing Wage Act. This Project is subject to Ordinance No. 394, Whitpain Township Responsible Contractor Ordinance (RCO), including pre-qualification requirements as specified in the Ordinance. The bidder shall complete the Contractor Responsibility Certification Form provided, and shall submit the Form to the Township, to the attention of Eric Traub, Manager, via E-mail to etraub@whitpaintownship.org, no later than fourteen (14) days prior to the bid opening date, together with all documentation required by Section 4 of Ordinance 394, a copy of which is provided, in order to be pre-qualified before submitting a bid. All bidders are required to establish proof of competency and responsibility, in accordance with 67 PA Code Chapter 457, Regulations Governing Pre-qualification of Prospective Bidders and PennDOT Form 408/2020, as supplemented and amended, Section 102. Subcontractors must pre-qualify in the same manner, if listed in the proposal or if they subsequently undertake the partial or total construction of one or more items of Work. All bidders, and sub-contractors, must be PennDOT pre-qualified Contractors. No bid may be withdrawn within sixty (60) days after the opening thereof, during which time the Township may review the bids and investigate bidder qualifications. Contractor Responsibility Certification (RCO) Form must be submitted to the Township by July 31, 2024. Scope The following paragraphs outline minimum acceptable standards to be followed for the construction of the traffic signal and curb ramps and all appurtenances as indicated in the bid documents including construction specifications and drawings. Prior to any construction work, verify utility locations and depths through the PA One Call system and coordination with the utility owner(s). Work will be allowed between the hours of 7:00 AM to 7:00 PM Monday through Friday only. No Work will be permitted on Saturday and Sunday or legal holidays. No traffic restrictions or lane closures are permitted on legal holidays and/or between the hours of 6:00 AM to 9:00 AM and 3:00 PM to 7:00 PM, Monday through Friday. The Work will be executed in the most workmanlike manner by qualified, careful and experienced workmen. The Contractor, and sub-contractors, will be pre-qualified by the Pennsylvania Department of Transportation (PennDOT). Contractor will furnish all materials, implements, machinery, equipment, tools, supplies, transportation, labor and supervision required to construct the facilities as shown on Contract Drawings and specified herein. It will be the responsibility of the Contractor to proceed with the Work in the manner and within such limitations as may be prescribed by the Engineers.
