Renovation of a municipal facility in Annapolis, Maryland. Completed plans call for the renovation of a municipal facility.

This solicitation is to install four (4) dual-port Level 2 Charging stations at MDA Headquarters, 50 Harry S. Truman Parkway, Annapolis, MD 21401. Only Master Contractors that are awarded a contract under the Indefinite Quantity Contract to Provide Electrical Services & Related Services. MBE Participation (%) 5.00 Completed Bid Bond Form (if bid is over $100,000) - submit in accordance Item 5 in the Instructions to Bidders for Construction Projects Corporate Diversity Addendum - (if bid is over $1,000,000) submit in accordance with Corporate Diversity Addendum - August 12, 2022. A. For projects with Project Classifications valued at $5,000,000.00 and below, a Contractor shall pay an electronic transaction fee to the State equal to one percent (1%) of the amount paid to the Contractor by the State for accepted work. The electronic transaction fee shall not be charged directly to the customer, e.g., as a separate line item, fee or surcharge, but shall be included in the price listed in the Contractor's Project Quotation. B. Within forty-five (45) days of receiving payment from the State for accepted work, the Contractor shall submit the electronic transaction fee to the Office of State Procurement: Fiscal Services Division, 301 W. Preston Street, Room 1309 Baltimore, MD, 21201. C. Failure to remit transaction fees in a timely manner or remittance of fees inconsistent with the Contract's requirements may result in the State exercising all recourse available under the contract including, but not limited to, a third-party analysis of all Contract activity, deeming the Contractor in default of the Contract, and Contract termination. D. Prior to the award of a PO Agreement, the Contractor will be asked to confirm in writing that the price included in its Project Quotation includes the one percent (1%) electronic transaction fee. The work shall be completed within 365 calendar days from the start date of the contract. If the work is not completed within the time period specified, the contractor will be liable for liquidated damages of $250.00 per calendar day as specified in the "General Conditions." The deadline for questions has been established as August 22, 2024 @ 2:00 p.m, to ensure that there is enough time to allow for the A/E to provide responses and possible Addendum issuance if necessary. All Questions must be submitted, in writing, to the Procurement Officer marsha.rowe1@maryland.gov. The Contractor shall be responsible for all work related to installing four (4) networked Dual Port Level 2 and Charging Stations . The contractor shall not supply the Level 2 Charging Stations; charging stations will be provided by the State. Contractor shall begin work to prepare the site immediately upon project kickoff. The delivery of charging stations may be delayed due to supply chain issues. The contractor shall be responsible for scheduling the delivery, working with the vendor of the supply equipment and the facility. Contractor shall be responsible for installation, upon arrival of the equipment. Note this may mean coming back to the site to complete the work. Contractor shall adhere to all stipulations outlined in the permits acquired including, but not limited to: making all required notifications prior to start of construction, submitting any additional permit application required, and retaining copies of all permits onsite during construction 1. 2. 3. 4. 5. 6. 7. 8. 9. 10. 11. 12. 13. The contractor shall install four (4) Dual-Port, Level 2 Charging Stations. Conduits shall lay as described on the pictures in that manual. All Charger will be pedestal mounted. The contractor shall install one (1) 225 Amps 3 Pole 480V Circuit Breaker into the existing 600 Amps Electrical Panel according to NEC. This 225 Amps circuit breaker has to have the same short circuit interrupting capacity as the existing circuit breakers which are at the electrical panel. The contractor shall install 400 Amps, 480V, 3 Pole, Fusible, Enclosed, Heavy Duty Disconnect Switch before the 150 kVA transformer. The disconnect switch shall have 3 fuses rated at 225 Amps, 480V, 200 kA RMS symmetrical. The contractor shall install one (1) 150 kVA, 480V/208V, 3 phase, copper core transformer. Transformer must be a minimum Nema 3R Protective class. The contractor shall install a concrete pad for the electrical cabinet The contractor shall install one (1) 600 A, 208V, 3 phase EV Panel for 4 Level 2 Chargers. Electrical Panel must be the minimum Nema 3R Protective class. It must be lockable and waterproof. The contractor shall install a concrete pad for the electrical cabinet. The 600 Amps panel shall include twelve (12) 60 Amps, 2 Pole 22kA circuit breakers. The Level 2 charging station's protective device shall be 2P 60A circuit breaker and the circuit breaker`s Interrupting Capacity shall be 22kA. The contractor shall follow the System One-line Diagram of the project which is included in the technical drawings part of this document. Conductors shall be copper and meet NEC regulations. It is mentioned in the DESIGN, CONSTRUCTION AND ENERGY PROJECT MANAGEMENT AND DESIGN DIVISION PROCEDURE MANUAL FOR PROFESSIONAL SERVICES document at section Appendix E item 26.4 All conductive components shall be copper. The contractor shall follow SHA Standard and Supplemental Specifications For Construction and Materials for concrete work. The conduit material shall be electrical metal conduit (EMT) above the ground, SCH. 80 PVC below the ground. The contractor shall perform all excavation, hand excavation, drilling, directional boring, concrete demolition, etc. needed to install the underground conduit. The conduits, conductors and circuit breakers shall be sized according to the NEC. The contractor shall install two (2) bollards in front of each charging station. The bollards shall be positioned to protect the charging stations from car crashes. The bollards shall be installed behind the concrete curb.
