Completed plans call for the construction of a pre-engineered storage facility; for site work for a pre-engineered storage facility; water / sewer project; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The Project Includes The Following Work: Division A: Wastewater Treatment Plant Improvements The Projects Generally Consist Of Rehabilitation, Upgrades, And General Improvements At The Existing Wastewater Treatment Plant. The Project Involves Installation Of A New Influent Fine Screen, Upgrades To The Plants Aeration System Including Blowers And Air Piping. A New Storage Shed Will Be Constructed Near The Existing Plant Building To House The New Blowers. Other Miscellaneous Work Includes But Not Limited To, Construction Of A Concrete Pad For The Influent Screen, And Construction Of A Concrete Walkway. This Work Shall Include All Labor, Supervision, Materials, Supplies, Transportation, Equipment, And Services Necessary And Required To Perform The Project As Set Forth In The Contract Documents. Division B: Sanitary Sewer Rehabilitation The Project Involves Sewer Lining By Curing In Place Pipe (Cipp) Lining. The Bid For The Cipp Trunk Sewer Lining Encompasses But Not Limited To Approximately 3,370 Lf Of 10-12" Sanitary Sewers, Mobilization, Demobilization, Cleaning, Televising, Bypass Pumping, Traffic Control, Point Repairs, Surface Restoration, And Incidentals. This Work Shall Include All Labor, Supervision, Materials, Supplies, Transportation, Equipment, And Services Necessary And Required To Perform The Project As Set Forth In The Contract Documents. Bidder May Bid On Any Division(S) - However There Is No Requirement To Bid On All Divisions. Contractor Does Noi Have To Submit On All Divisions To Be Considered. Provided The Contractor Furnishes Proof Of Proper Insurance And Bonding In A Timely Manner, It Is Anticipated That A Notice Of Award Of Contract Will Be Issued Within 60 Days Of The Date Bids Are Opened And That A Notice To Proceed Will Be Issued Within 10 Days Of The Date Of The Notice Of Award. This Project Shall Reach Substantial Completion By December 15,2025, And Final Completion By April 15, 2026. Completion Dates And Requirements Are Further Outlined In The Agreement, Document C-520. The Designated Website Will Be Updated Periodically With Addenda, Lists Of Registered Plan Holders, Reports, And Other Information Relevant To Submitting A Bid For The Project. All Official Notifications, Addenda, And Other Bidding Documents Will Be Offered Only Through The Designated Website. Neither Owner Nor Engineer Will Be Responsible For Bidding Documents, Including Addenda, If Any, Obtained From Sources Other Than The Designated Website. Any Contract Or Contracts Awarded Under This Invitation For Bids Are Expected To Be Funded In Part Bv A Loan From The Illinois Environmental Protection Agency (Illinois Epa). Neither The State Of Illinois Nor Any Of Its Departments, Agencies, Or Employees Is Or Will Be A Party To This Invitation For Bids Or Any Resulting Contract. The Procurement Will Be Subject To Regulations Contained In The Procedures For Issuing Loans From The Water Pollution Control Loan Program (35 Iac Part 365), The Davis-bacon Act (40 Usc 276a Through 276a-5) As Defined By The United States Department Of Labor, The Employment Of Illinois Workers On Public Works Act (30 Ilcs 570), Illinois Works Jobs Program Act Apprenticeship Initiative (30 Ilcs 559/20-1), Dbe Policy Per 40 Cfr Part 33, As Amended, And The Federal "Build America, Buy America Act" Requirements As Contained In The Federal Infrastructure Investment And Jobs Act, Pub. L. No. 117-58. This Procurement Is Also Subject To The Loan Recipient S Policy Regarding The Increased Use Of Disadvantaged Business Enterprises. The Loan Recipient's Policy Requires All Bidders To Undertake Specified Affirmative Efforts At Least Sixteen (Tfi) Days Prior To Hid Opening- The Policy Is Contained In The Specifications.
