The Coastal Water Authority ("CWA"), invites the submittal of responses to this Request for Proposals (RFPs) from all qualified firms to provide Construction Manager-At-Risk (CMAR) services in accordance with Chapter 2269 of the Texas Government Code. Said services are to be provided under a single contract with fees established in two separate actions (preconstruction and construction) in connection with the design and construction of The Capers Ridge Pump Station Additional Pump Capacity Project (the "Project") located at 879 County Rd 2317, Cleveland, TX 77327. The deadline to ask questions is 8/19/2024 10:00 AM CST Provide a Bid Bond in the amount of one million four hundred thousand dollars ($1,400,000.00), which is 5% of the Construction Budget of $28,000,000, excluding CMAR services. In accordance with Texas Government Code Section 2269.258, the Bid Bond of the selected Proposer will be retained as security until Performance and Payment Bonds have been provided. This Bid Bond will be returned when the Performance and Payment Bonds are provided. Performance and Payment Bonds must be in an amount equal to the Construction Budget of $28,000,000 in accordance with Texas Government Code Section 2269.258. The requirements for Performance and Payment Bonds are set forth in the enclosed General Conditions (Section 00700). WORK, SERVICES AND THE PROJECT 2.01 CMAR shall complete all Work as specified or indicated in the Contract Documents. The"Work" is generally described as follows, and includes (but is not limited to) all Construction Management at Risk Services (the "Services") as specified or indicated in the Contract Documents Section 01011, as well as the following: Capers Ridge Pump Station Additional Pump Capacity Project ("Project"). Coastal Water Authority Project No. LBITP-101, TWDB Project No. 51008. The Project consists of: A. The Capers Ridge Pump Station is located at 879 County Rd 2317, Cleveland, TX 77327. The proposed expansion project will consist of adding four additional pumps and medium voltage synchronous motors with access platforms, connecting new discharge piping for each pump to the existing header, large diameter valves and electrohydraulic actuators, electrical and instrumentation for associated equipment, a new water well and enclosures for the new and existing wells, flood doors, and permanent conveyance equipment installed on the existing top deck. Updates to the HMI hardware and software with corresponding Applications Engineering are included. The Project will be designed and constructed for a total capacity of 500 mgd. 2.02 The Owner's Budget for the work immediately above is $28 Million. Pending permit approvals, CWA anticipates that construction of the Project will be initiated in the first quarter of 2025. CWA anticipates requiring all work to besubstantially completed and in operation no later than September 30, 2026.
