The purpose of these specifications are to provide sufficient information to allow bidders the opportunity to submit a bid on the requirements for Road Construction Material Testing (II). The project consist of eligible firms that will operate as an extension of, and in complete cooperation with the Public Works Staff to provide Material Testing Services for 2024-2025 Capital Improvement Projects. Provide all services and reports related to inspection and coordination of testing for soils, flexible base, asphaltic concrete, concrete, and other materials typically used on Ector County projects. Frequency and scheduling to be as requested by client. The successful bidder will be awarded a three (3) year contract for the firms' service starting of 8/27/2024 through 8/26/2027, with an option to renew for an additional three (3) year service period, by consent of both parties, in writing, at the same proposed rates and conditions. The Bid shall be accompanied by a Surety Bond, Certified Check, or Cashier's Check, in the amount of five percent (5%) of the total bid price. Bid bonds will be returned after the award of the bid. Upon the Bidders submittal of a Performance bond within thirty (30) calendar days following the notice of award, their Bid bond will be returned to them. In case of failure or refusal to do so within the time stated the bond submitted with the bid will be forfeited as liquidated damages. Within thirty (30) days after notification of the awarded Bidder, the Bidder shall be required furnish a good and sufficient performance/payment bond in the amount of one hundred percent (100%) of the total bid price, payable to Ector County. Ector County reserves the right to cancel this contract at any time by giving thirty (30) day prior written notification. Ector County reserves the right to accept or reject any qualified bid or to reject any and all bids, and to waive minor informalities. Ector County is not liable for any costs incurred by the bidder in the preparation of a response to this bid.
