Skamania County (COUNTY) is seeking qualifications from engineering consulting services to design and facilitate the resurface, repair of superstructure, and other methods of preventative maintenance on 104 Salmon Falls, 105 Hatchery, and 210 Moore bridges. Deliverables include: Preliminary Engineering (PE): Permitting - environmental, archeological etc. Surveying, Right-of-Way / Easement research and needs determination Plans, Specifications, and Estimates (PS&E), stamped by professional engineer registered in the State of Washington Stamped Contract development including Special Provisions The anticipated timeline for the project is from June 2025 through December 2028. The county needs to obligate the Construction Phase by August 2026. Additional information for this request for qualifications (RFQ) is available online The 104 Salmon Falls bridge is located on Salmon Falls Road at milepost ~3.39. The 105 Hatchery bridge is located on Washougal River Road at milepost ~15.41. The 210 Moore bridge is located on Wind River Road at milepost ~15.22. These bridges all have lengths greater than 20 feet and are included in the Federal Highway Administration National Bridge Inventory (NBI). The COUNTY received funding through the federal Local Bridge Program for preventative maintenance on these bridges. The funding applications submitted can be downloaded here. In the latest routine inspections, these bridges are noted with similar defects, including but limited to girders, soffits, wearing surface and rails with exposed rebar, spalls, delamination, transverse cracking etc. The contract type is Local Agency Professional Service Negotiated Hourly Rate Consultant Agreement. The DBE goal for this project is 16%. The COUNTY solicits interest from consulting firms with Professional Engineers in the State of Washington and expertise in Civil and/or Structural Engineering, specializing in bridge design, maintenance, and repair projects. The consulting firm and their subconsultants are active in the System of Award Management (Sam.gov). Additionally, the COUNTY is seeking a firm with experience and knowledge with federally funded projects with the capability and availability to manage and assist the County through the preliminary engineering, right-of-way, and construction phases.
