The PLA is binding on the Subcontractor and sub-tiers of all levels. Subcontractors of all tiers must become signatory and bound to the PLA with respect to the subcontracted work. Subcontractor will be required to execute a Letter of Assent and have all sub-tiers execute a Letter of Assent prior to performing any work on the Project. Subcontractor shall include all costs for complying with the PLA including labor, wages and benefits, equipment and materials.
