The District is aware of issues with infiltration and inflow in its wastewater collection system. Due to cost increases for wastewater treatment from CVWRF, the District would like to identify areas of high inflow and infiltration in order to focus rehabilitation efforts in those areas. This Request for Proposals (RFP) is part of a competitive procurement process which helps to serve the best interests of the District and its customers (Utah Code 63G-7702 - Contracts awarded by Requests for Proposals). It also provides each respondent with a fair opportunity for its services to be considered. All information submitted in the Proposals are subject to the Utah Governmental Records and Management Act (GRAMA). The District has prepared this RFP in order to solicit proposals from consultants to perform an infiltration and inflow (I&I) study. The intent of this study is to determine areas where high infiltration and inflow exist, either from pipes or manholes. The Consultant shall prepare a Proposal that outlines the means and methods of studying the District's system, including the option of future phases of work, if necessary. The successful Consultant preparing a Proposal shall have experience conducting I&I studies with flow monitoring in Utah and the western United States for systems of a similar size.
