The Scope of Work (SOW) includes tasks and activities staff have assumed are necessary to meet the objectives outlined above in section 1.1. There may be additional tasks that are identified as part of the scope/contract negotiations upon selection of a consultant team The Town of Coupeville would like to update a 2010 Reclaimed Water Feasibility Study including alternatives such as a deep aquifer recharge. The anticipated output of this project is an approval from DOE/DOH for the reuse of effluent from the wastewater treatment plant reducing or eliminating the effluent discharge from the town into Penn Cove, possibly eliminating a large portion of the conditionally approved and shellfish area of Penn Cove. 1. The town now has two abandoned pipelines that could be used to reduce the cost of conveyance as compared with the previous study. 2. Well #6 lays in a brackish confined aquifer approximately 500 feet deep and contains saline ground water resulting from seawater intrusion thus it is abandoned for domestic water use and could be available for groundwater recharge.
