Site work and new construction of a fire / police facility in Mt Juliet, Tennessee. Completed plans call for the construction of a fire / police facility; and for site work for a fire / police facility.
The City of Mt Juliet seeks proposals from Licensed General Contractors who desire to function as the Project Manager (PM) with limited design build responsibilities for the Mt. Juliet Fire Station #3. For this purpose, the Finance Director will receive proposals from firms with recent experience with Project Management, and that are skilled in the construction of facilities with a similar size and purpose. The proposal should include a lump sum fee for the specified PM/DB services including MPE&FP engineering. Your proposal will not include the work nor cost of subcontractors at this time. A GMP contract will be used with subcontract work as change order to the contract. There will be no markup by the PM on subcontractor work. Once opened, bids will be delivered to the Architect where they will be analyzed and summarized and where they will then be shared with the owner for evaluation. Any major discrepancies in the bids will be clarified by the Architect. Bidders will receive disclosers of bidding summaries by email. As a request with no major subcontractors being selected at this time, we feel this submission is easier on everyone participating and still allows for competitive transparency moving forward while providing project accountability during design. Bids will be available as public record at a later date by written request. Complete sets of the Bidding Documents will be available for download and may be printed by the Bidder at Bidder's expense. Partial sets of Bidding Documents will not be issued. A one hundred percent (100%) Performance Bond and Labor and Material Payment Bond will be required forthe successful bidder. It shall be the responsibility of the bidder to submit a bid response which complies with the conditions and specifications of the Request for Proposals, policies and procedures of the City of Mt. Juliet and applicable laws of the State of Tennessee; and any other applicable laws, regulations and requirements. The City has structured a procurement process that seeks to obtain the desired results, while establishing a competitive process, to assure that each person or firm is provided an equal opportunity to submit a proposal. The design professional/owner's representative for this project is the Hall Group LLC, Mt. Juliet, Tennessee (the "Architect"). The PM will provide preconstruction services as well as the engineering listed and work jointly with the Architect's staff in developing the final design and construction specifications. Bidders must comply with all of the terms of this RFP and all applicable state laws and regulations. The City may reject any bid that does not comply with all of the terms, conditions, and performance requirements of this RFB. For the purposes of the award, offers made in accordance with this RFP must be good and firm for a period of ninty (90) days after due date. The city anticipates developing a shortlist for interviews. Submitting firms will be notified within 3 weeks of the due date of that selection. The city, nor the city's consultants, are not liable for any costs incurred by the bidder in quote preparation. Payment will be made by the City of Mt. Juliet within 30 days after commodities and/or services have been received, accepted, and properly invoiced as indicated in the contract. Event Bid notes: Sealed Bids for Fire Station #3 will be received at the office of the City of Mt. Juliet Finance Department at 2425 N. Mt. Juliet Rd, Mt. Juliet, Tennessee 37122, Attention: Dana Hire, and immediately thereafter all proposals will be publicly opened and read aloud. The City reserves the right to reject any or all bids, combinations of items, or lot(s), and to waive defects or minor informalities. The City is a member of certain coalitions and has access to the pricing provided by state contracts. The published prices by the state or any of the coalitions for RFQ items shall be considered a sealed bid which the City may accept. Any other bid that is not sealed will "NOT" be accepted. Any bid received after time and date indicated will be discarded. Bidders may not restrict the rights of the City or otherwise qualify their bids. If a Bidder does so, the City may determine the bid to be a nonresponsive counteroffer, and the bid may be rejected. The City reserves the right, at its sole discretion, to waive variances in bids provided such action is in the best interest of the City. Where the City waives minor variances in bids, such waiver does not modify the RFB requirements or excuse the Bidder from full compliance with the RFB. Notwithstanding any minor variance, the City may hold any Bidder to strict compliance with the RFB. In the event of multiple line items or interchangeable items, the city reserves the right to select items from multiple bidders.
