The NHDES owned and operated Winnipesaukee River Basin Program (WRBP) Franklin WWTF is seeking submissions from qualified consultants for alternatives screening, technology and vendor selection, coordinating pilot testing, and summary of findings report of a PFAS treatment and/or destruction process(es) for biosolids and/or concentrated PFAS liquid streams such as present in landfill leachate. Each consultant will submit one (1) hard copy of all documents and one (1) PDF version on a USB storage device. No faxed, emailed, or other electronic submissions will be accepted. Questions shall be directed to Sharon McMillin at Sharon.A.McMillin@des.nh.gov or (603) 934-9930. WRBP and NHDES will review submissions based on qualifications. Candidate firms will then be interviewed to discuss relevant experience and project approach. Interviews will be scheduled in early- to mid-winter. The most qualified firm will be selected and invited to develop a scope of services and to negotiate a contract. Contract contingent upon availability of Clean Water State Revolving Fund (CWSRF) funding. A fee schedule should NOT be submitted with the Qualifications package. Scope of Work : The following is a conceptual scope of work for the project for consideration. The actual scope of work will be negotiated with the chosen consultant. The RFQ submission should include a recommended scope of work based on your firm's experience with these types of projects. Task 1 - Analysis of Treatment Alternatives: Perform a review of available PFAS treatment alternatives that includes the treatment and/or destruction of PFAS chemicals in liquid wastewater and residual solids. Alternatives considered shall include technologies that can treat and/or destroy concentrated PFAS such as that present in landfill leachate and/or biosolids. The review should consider effectiveness, capital costs, and O&M costs for the alternatives investigated. Location of treatment, logistics and storage requirements, space and utilities' requirements, and vendor staffing requirements should also be considered. The project team will develop a scoring rubric for alternatives for ranking purposes and develop a proposed scope of work for piloting selected vendors' offerings, subject to review by the WRBP and NHDES project team. Task 2 - Pilot Testing: Top ranked alternative(s) may be pilot tested to demonstrate and field-proof effectiveness. Consultant shall review selected vendor submissions and oversee any pilot testing including confirming that all necessary permits are obtained and all required reporting is completed. WRBP staff shall not install, decommission, or operate the pilot system(s). Task 3 - Presentation of Alternative(s) Finding Report: The Alternative(s) Finding Report will be presented at a meeting attended by WRBP and NHDES. The final report shall also include full financial projections for any proposed full-scale project, including costs for design and construction of the recommended alternative(s), any potential for cost savings, O&M costs, and a projected timeline for projects' construction completion. The Report shall also include any minimum requirements or impediments for alternative(s) installation at the WRBP Franklin WWTF or at other locations state-wide.
