Contract Description: This contract requires services to install 3 (15" x 40') HDPE crosspipes with headwalls and endwalls. The installation of an underdrain system to collect spring water out of the ditch going up the hill and outlet the water into a spring pond. The underdrain system will include installation of 730 ft of perforated HDPE pipe and 640 ft of solid SCH 40 pipe with four 45-degree angle connections. Part of the spring along the road will not be captured by the underdrain and will require rock stabilization along the road edge. The installation of concrete headwalls and endwalls around existing culvert pipe. The installation of an outsloped road that will have woven geotextile fabric placed and filled with 24" of 2A gravel, compacted in 12" lifts. The farmhouse driveway pipe is to be replaced and from the farmhouse to the farm access road, the ditch turnout will be reshaped into a shallow swale that outlets into the landowner's catch basin. The road slope will need to maintain a cross slope of 2-4%. There is also a small farm access lane near the road outsloping location that will need filled in and shaped. All materials will be supplied by the Township to the Contractor. The project location begins 2,960 ft from the intersection of Rynd Road and Smith Heath Road. This is located up the hill above Rynd Dairy Farm and continues for 2,720 feet, terminating approximately 290 ft at the intersection of Rynd Road and Smith Heath Road, near Route 322. The project is being funded with Dirt, Gravel, and Low Volume Road grant funds provided by Crawford County Conservation District. The obligations imposed on the Owner by the financing agency shall apply to and be acceptable to the successful bidder(s). The Contractor shall be responsible for installing all necessary provided materials as directed by Wayne Township and outlined within the bidding documents. The Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. Owner also reserves the right to waive all minor informalities not involving price, time, or changes in the Work. Prior to the award of the contract, the successful bidder shall furnish a satisfactory Performance Bond equal to 100% of the total contract amount in a form acceptable to the Owner. The bidder will also furnish evidence of insurance coverage as required by the Owner. Bidders for this contract shall have completed projects similar in character and scope and will be required to provide with their bid a completed Statement of Bidders Qualifications and Equipment List in the forms prescribed in the Contract Documents. The Contractor shall adhere to the provisions of the Pennsylvania Prevailing Wage Rates as set forth in the Contract Documents. The Contractor shall also comply with the provisions of the Act of March 3, 1978 (P.L. 6, No. 3 known as the "Steel Procurement Act").
