Colmer Federal Building and United States Courthouse located in Hattiesburg, Mississippi. The project will be delivered via the Construction Manager as Constructor (CMc) delivery method in which the GSA contracts with a CMc during the design phase of the project to provide design input and constructability review and establishes a Guaranteed Maximum Price (GMP) contract option to execute the construction portion of the project. PROJECT OVERVIEW The General Services Administration (GSA) intends to design and renovate the existing William M. Colmer Federal Building and U.S. Courthouse (Colmer FB-CT) to address known security deficiencies, aging building systems, and deteriorating building envelope. The planned project delivery approach is Construction Manager as Constructor (CMc). The project site is located at 701 North Main Street, Hattiesburg, MS 39401. The Colmer FB-CT, constructed in 1974, is a three-story (plus basement) new formalist federal building, has approximately 60,000 usable square feet, and is eligible for the National Register of Historic Places. The building serves the U.S. District Court for the Southern District of Mississippi, the U.S. Bankruptcy Court for the Southern District of Mississippi, U.S. Probation and Pretrial Services, U.S. Marshals Service, the Internal Revenue Service, among other tenants. The project is currently in Pre-Design Phase targeting completion by December 2024 with the start of the Concept Design Phase in January 2025. The A/E contract was awarded to Duval Decker in April 2024 and the CMa contract was awarded to Construction Support Solutions, LLC in September 2024. PROJECT SCOPE The GSA intends to design and renovate the existing Colmer FB-CT to improve physical security as identified in the Administrative Office of the U.S. Courts September 2020 Capital Security Program (CSP) Study, repair the deteriorating building envelope, and upgrade multiple building systems. Specifically, the project will include but may not necessarily be limited to, the following: Improved physical security addressing security-related deficiencies. New secured judge's parking garage New U.S. Marshals Service vehicle sallyport New detention grade prisoner elevator New courtroom holding cells. Improved circulation paths for the public, improved restricted circulation for judiciary, and improved secured circulation for prisoner movement and transport. Repurpose existing elevator as a dedicated secured Judge's elevator Improved building security New primary Public Entrance screening station with ballistic enclosure. Upgraded perimeter Video Surveillance System (VSS) New Intrusion Detection System (IDS) New GSA Enterprise Physical Access Control System (E-PACS) system Fire and Life Safety Improvements Fire Alarm System Fire Protection System Renovation and Upgrade Building Systems Conversion of an existing elevator to secure Judges' elevator. Addition of a detention grade prisoner movement elevator. Associated HVAC, electrical, and plumbing systems additions and upgrades. Demolition of hazardous materials and abatement as needed to support project objectives. Repair deteriorating building envelope including new energy efficient windows Interior finish upgrades including public restrooms Architectural Barriers Act Accessibility Standards (ABAAS) upgrades Budget for Construction: GSA has approximately $21M available for construction services for this project Procurement Approach: GSA is procuring the CMc contractor using the advisory multi-step process outlined in FAR 15.202 and ultimately awarding a contract to the firm who's offer is the Highest Technically Rated Offer at a fair and reasonable price. This presolicitation notice is step one of the advisory multi-step process. In Step 1, we are inviting interested and qualified CMc firms to submit information as described below which will be evaluated by the government based on the following evaluation criteria. Information should be submitted via email to the Contracting Officer at karen.drake@gsa.gov as a single PDF attachment by 2pm Eastern, DECEMBER 02, 2024 Go/NoGo Screening Criteria; Bonding Capacity exceeding $25M Provide a letter from bonding company outlining bonding capacity on a per project and aggregate basis CAS Compliance Submit a letter from firm's Chief Financial Officer or equivalent confirming offeror's accounting system presently complies with or will comply with modified Cost Accounting Standards based on the four CAS standards outlined below CAS 401: Consistency in estimating, accumulating, and reporting costs CAS 402: Consistency in allocating costs incurred for the same purpose CAS 405: Accounting for unallowable costs CAS 406: Cost accounting period See 48 CFR 9903.201-2 Firms who pass the Go/NoGo screening criteria will be evaluated based on the following technical factors: Technical Factor 1 - Prior experience & Past Performance on Similar Projects Submit between 3 and 5 Similar Projects (maximum of 2 pages per project). Project summary should include at a minimum project description, dollar value, year completed, duration of project, project delivery method, project team, and statement of how it is relevant to this project. Similar projects include renovation of a courthouse, secure civic facility, Class A secured office space, or similar and should include most of the following characteristics: Was completed within the last 10 years. Construction cost exceeding $10M Included building security such as physical access control Included a Guaranteed Maximum Price (GMP) Was delivered via CMc or other integrated project delivery method (Preference given to projects successfully delivered under the CMc delivery method) Work in a fully occupied facility Experience with physical security systems or similar upgrade projects Projects that are primarily residential in nature, i.e. dormitories, condo/apartment buildings, hotels, as well as projects that are retail focused, i.e. shopping malls/centers, grocery stores, or projects with a primary function that are warehouse or industrial in nature, are not considered similar for purposes of evaluation. Technical Factor 2- Firm's Approach to this Project Maximum 2 page narrative describing how firm would approach this project from a CMc perspective Step 1 Technical Factors will be evaluated by the Government on a Confidence-based Rating Scale as follows: High Confidence The Government has high confidence that the offeror understands the requirement, proposes a sound approach, and will be successful in performing the contract with little or no Government intervention. Some Confidence The Government has some confidence that the offeror understands the requirement, proposes a sound approach, and will be successful in performing the contract with some Government intervention. Low Confidence The Government has low confidence that the Offeror understands the requirement, proposes a sound approach, or will be successful in performing the contract even with Government intervention. At the conclusion of Step 1, the Contracting Officer will issue advisory down select notices to all offerors who responded to Step 1. Those notices will either invite the offeror to participate in Step 2, or provide the following notice: Based on the information presented, your firm is not among the most highly rated offers. You are unlikely to be a viable competitor for this acquisition, and we advise you not to participate in the next phase. Step 2 Step 2 will consist of the formal solicitation and will be sent via email to those firms invited to participate based on the Step 1 advisory notifications. In order to participate in Step 2, firms must participate in Step 1. For planning purposes, GSA anticipates the following acquisition milestones: Step 2 Solicitation: Request for Proposal (RFP): Mid-December 2024 Site Visit / Pre-proposal Conference in Hattiesburg: Early January 2025 RFP Due Date: Mid February 2025 Estimated Award Date: April 2025.
