No bid may be withdrawn after the closing time for receipt of bids for a period of sixty (60) days. The work to be done shall consist of furnishing all labor, materials and equipment necessary to construct the proposed Elevated Water Storage Tank Rehabilitation as specified. In general, construction consists of miscellaneous tank repairs and interior and exterior painting, including draping, blasting, disposal of lead-based paint, and all associated measures for the (1) Leg Tank and (1) Pedestal Tank. Time allotted for completion of work is 180 consecutive calendar days to substantial completion. All bid forms must be accompanied by a Bid Bond or a certified cashier's check in an amount not less than ten percent (10%) of the amount bid. All bonds shall be by a surety company licensed in Georgia with "A" minimum rating performance and financial strength of at least five (5) times the contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability". The successful bidder, if awarded the Contract, will be required to furnish a Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the Contract amount. All bonds must appear on the Treasury Department's most current Circular 570 Listing. Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond. Work shall be complete and ready for contract closeout with 194 consecutive calendar days. All work shall be completed in accordance with the plans and specifications. The work will be awarded in one (1) Contract. Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced, or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner. Owner reserves the right to waive informalities and to re-advertise. ***Document Note: Upon request and receipt of the document payment indicated above, Watkins & Associates, LLC will transmit the Bidding Documents via delivery service. Partial sets of Bidding Documents will not be available from the Engineer. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Office of the Engineer. Prequalification may be required of Bidders prior to the award of contract. At the Owner's request, detailed written evidence such as financial data, bonding capacity, previous experience, present commitments, and other such data may be necessary to assist Owner in determining Contractor's qualifications shall be provided per the Instructions to Bidders contained in the contract documents.
