The South Bay International Wastewater Treatment Plant (SBIWTP) is a plant located in San Diego County, CA. The plant treats sewage originating in Tijuana, Mexico and discharges it to the Pacific Ocean. Located at the San Diego Field Office, SBIWTP is part of the U.S. International Boundary and Water Commission (IBWC), a federal agency headquartered in El Paso, TX. SBIWTP has an immediate need to repair many components to their grit facilities. Existing aeration blowers and compressors have failed due to excessive wear and tear caused by sediment. Immediate repair & rehab within the grit facilities is needed to repair components past their life in order to maintain safe and reliable operations. South Bay International Wastewater Treatment Plant (SBIWTP) 2251 Dairy Mart. Rd San Ysidro, CA 92173 The period of performance shall not exceed 240 days from the date of Notice to Proceed (NTP). The required work shall be performed in accordance with this Statement of Work, IBWC Form 245 (attached), and all applicable Federal, State and Local laws & regulations. The Contractor shall provide all labor, materials, management, supervision, services, and coordination required to fulfill the scope of work. The scope of work describes the need to replace (3) three grit classifiers, (6) six grit gallery pumps, (6) six grit pump Variable Frequency Drives (VFD), (2) two primary channel air blowers, and (2) two grit air blowers. Additionally, the scope of work includes a requirement to conduct a short-circuit Arc Flash Study. It is the responsibility of the contractor to validate actual site conditions. Before installation begins, the Contractor may perform a physical survey of the actual site to verify, inspect, and obtain all information needed for the performance of work. The Contractor shall notify the Contracting Officer (CO) of any conditions that prevent the suitable completion of these services (if any). If the Contractor discovers such problems associated with the work after starting, he or she shall immediately notify the Contracting Officer Representative (COR), and obtain approval if work is to continue. It is the responsibility of the contractor to coordinate with SBIWTP personnel to ensure all local & state requirements are completed before completion of installation. This includes permits and approvals to ensure a turnkey installation. The Contractor shall furnish all labor, material, and equipment necessary to complete the Grit Chamber Rehabilitation. This requirement is being solicited 100% Small Business Set-Aside. This is a Firm Fixed Price Contract. In accordance with FAR Part 36.204 Disclosure of the Magnitude of Construction Projects the estimated magnitude of this project is between $1,000,000 and $5,000,000. The applicable NAICS Code is 221320 Sewage Treatment Facilities with a size standard of $35M. In accordance with FAR Provision 52.236-27 Alt I, Site Visit (Construction FEB 1995) - Alternate 1 (FEB 1995), a site visit shall be held at 10:00 am PDT on 28 August 2024 at the USIBWC International Wastewater Treatment Plant, . Offerors shall submit their proposals in accordance with the information referenced in Subsection L.02, Proposal Instructions. *The value for this project is based on a financial range.
