Site work and paving for a civil project in Thomson, Georgia. Completed plans call for site work for a road / highway; water / sewer project; and for paving for a road / highway.
The work shall consist of, but not be limited to, furnishing all products and performing all labor necessary to perform the following construction work in the Thomson Housing Authority area: Installation of approximately 2,040 L.F. of 8-inch gravity sewer line, including manholes and services. Installation of approximately 1,300' of various size storm drain pipe including structures. Approximately 16,000 s.y of 1.5" asphalt milling and inlay. Also included, but not limited to, in this project are all associated items such as: traffic control, clearing, earthwork, bypass pumping, grassing, soil erosion and sediment controls, and any associated appurtenances. This project is covered under the requirements of Section 3 of the HUD Act of 1968. Time allotted for completion of work is one hundred eighty (180) calendar days. All Work shall be completed in accordance with the plans and specifications. The Work will be awarded in one (1) Contract. All bidders who will be engaged in the physical performance of services on behalf of The City of Thomson must be registered with, authorized by, and use the federal work authorization program commonly known as E-Verify, or any subsequent replacement program, in accordance with the applicable provisions and deadlines established in O.C.G.A. 13-10-91. Furthermore, the contractor will be required to continue to use the federal work authorization program throughout the contract period and the contractor will contract for the physical performance of services in satisfaction of such contract only with subcontractors who present an affidavit to the contractor with the information required by O.C.G.A. 13-10-91(b). The Scope of Work as described herein is defined as "utility contracting" in accordance with O.C.G.A 43-14-2(17) so the Contractor performing the work must provide proof of a valid license by the State of Georgia as a "Utility Contractor" and must also employ a "Utility Manager" certification holder who will have oversight of all the work. Therefore, the Contractor submitting a bid must list the license number of the Contractor(s) performing the utility contracting on the Bid Form and provide proof of a valid license and the license number shall also be written on the face of the bid envelope. See Instruction to Bidders for additional bidding requirements. Bids shall be accompanied by a bid bond or certified cashier's check in an amount not less than 10% of the base bid. All bonds shall be by a surety company licensed in Georgia with an "A" minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability". Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded. Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond. All portions of this project are located on publicly owned property. No easements will be required for this project. Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, non-responsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.
