Renovation of an educational facility in Chehalis, Washington. Completed plans call for the renovation of a educational facility.

The Green Hill School, located in Chehalis WA was founded in 1889 as the Washington State Reform school. It is now a full-security juvenile rehabilitation campus housing approximately 140 male youth. The campus is on a 44-acre property on the outskirts of Chehalis adjacent to Interstate 5, agricultural fields, recreational fields, the Lewis County Juvenile Court, and a low-rise residential neighborhood. Despite the age of the institution, these buildings are fairly new: mostly constructed in 1999 or later. Most, but not all buildings have cooling. Considering the living units and support service buildings at the Green Hill School campus were built in the 1990s, the HVAC systems are 30+ years old and have reached their end-of-life. The Hawthorne, Spruce and Maple living units, vocational dining, laundry buildings, Human Resources, and the staff training building are all experiencing more frequent system failures, particularly during the hot and cold weather months of the year. In attempting to repair the HVAC systems, DCYF has become aware that parts for these systems are no longer available. These buildings are critical to housing, feeding, and educating the residents who are confined at Green Hill School and the buildings must be equipped to ensure the safety, health, and well-being of the residents and staff. Scope: This Request for Qualifications is for the purpose of selecting an Architect and Consultants for Design and Construction Services for the project GHS Campus HVAC Improvements located at 375 11th Street Chehalis, WA. DCYF is seeking consulting engineering services for the recommendation and design/specification of a new energy efficient HVAC systems that can meet the needs of a 24/7 incarcerated population as well as realized energy efficiency goals as identified by the state of Washingtons Clean Building/Clean Energy goals. Consultants should have proven experience and successful past projects working within a correctional environment, past experience and knowledge of centralized hydronic heating systems and their integration with building specific cooling systems is also highly valued. 12 buildings are in consideration, Consulting firm must be familiar with requirements of Department of Commerce Measurement and Evaluation of Energy Efficiency. Building performance targets ventilation, temperature control, Energy use and water use. The new HVAC systems to conform with The Washington State Clean Building Performance Standard (Law signed in 2019) and The Clean Building Expansion Bill (Law signed March 2022). Plan to shift away from natural gas use and toward electric heat-pump based systems. Test and Balance completion. Commissioning is a comprehensive process of testing building systems and coordinating resolution of issues so that buildings operate correctly in all expected conditions. Filtration: Filtration is a critical issue for indoor air quality and health. Improvement and upgrade of current HVAC controls. Firms who have previously not performed business with the state are encouraged to attend.
