Baltimore County's Department of Social Services is seeking vendors who are able to manage and operate the various Homeless Shelters for the County's vulnerable constituents. The successful bidder may be required to give security or bond, as stated in the bid document, for performance of the contract. The County reserves the right to reject, in whole or in part, any and all bids received, and to make a whole award, multiple awards, a partial award, or no award, to best serve the public interest. The County may waive formalities in bids as the interests of the County may require. The County reserves the right to increase or decrease quantities by approximately twenty (20) percent to be purchased at the prices bid. Question Deadline 09/18/2024 SCOPE OF SERVICES. Baltimore County is looking for one or more vendors to manage the overall operation of their Emergency Homeless Shelters along with their Freezing Weather Shelters. 2.1 Offeror organizations must: 2.1.1 Be a public agency, a nonprofit 501(c)(3) or faith-based organization; 2.1.2 If a nonprofit, be registered and in good standing with the Maryland Department of Assessments and Taxation; 2.1.3 Agree to abide by any and all Federal and County program guidelines and regulations; 2.1.4 Have a stated anti-discrimination policy; 2.1.5 Evidence sound financial and program management; 2.2 Shelter Operations 2.2.1 Offerors should designate which shelter the organization proposes to operate, or Offerors may propose to operate a combination of two or more shelters. 2.2.2 Offerors shall provide enhanced emergency shelter services through a low barrier model using a wide range of supportive services to meet the basic needs of individuals seeking assistance. The County's three year-round shelter facilities must provide food, shelter, case management and access to permanent housing. The shelters will operate 24 hours a day, 7-days a week, including Holidays, and include the on-call annual freezing weather shelter plan.
