Background: The USDA Forest Service and the The Willamette National Forest are soliciting the Cedar DxP IRSC which shall be awarded under the following Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014--Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. Stewardship authority grants the Forest Service the authority to aggregate stewardship work activity requirements and solicit those requirements utilizing full and open competition. NAICS: 115310: Support Services for Forestry, Size Standard: $34M Fuels Management Services. Project Location: The project is located adjacent to the community of Oakridge, Oregon. The project has units spread across the 127,000 plus acre 2022 Cedar Creek fire. The project stretches from immediately adjacent to the east of the community of Oakridge, OR and over to Waldo Lake. T19S R04E Section 036; T19S R05E Sections 31 and 32; T20S R04E Sections 1, 8, 9, 10, 11, 12, 13, 14, 15, 21, 22, 23, 24, 25, 26, 27, 33, 34, 35, and 36; T20S R05E Sections 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 24, 25, 26, 27, 28, 29, 30, 31, 32, 33, 34, 35; T20S R06E Sections 26, 27, 28, 34, 35; T21S R04E 1, 2, 3, 4, 8, 9, 10, 11, 12, 13, 17, 21, 22, and 27; T21S R05E Sections 4, 5, 6, 7, 10, 12, 13, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 27, 28, 29, 33, 34, 35, and 36; T21S R06 E Sections 3, 4, 9, 10, 14, 15, and 16; T22S R05E Sections 1, 2, 8, 12, 16, 17, 21, and 22. Period of Performance: All work is tentatively anticipated to have the following final completion dates: October 15, 2029. Description of Work: The objectives of this project reduce the risks of hazardous fuels that have fallen across or remain standing along important access routes of the 2022 Cedar Creek fire-affected road system so that access to and through the burned area can be restored. Activities include performing mitigation of risk along road from fire killed/damaged trees, reduction of roadside fuel accumulation and essential maintenance and reconstruction of roads. Cut and Remove Included Timber within 100 feet of roads on Roadside Units in the Contract Area. Cut and Remove Included Timber within the Waldo Lake Units in the Contract Area. Fall and Leave Hazard Trees Units consisting of falling hazardous fire-killed and injured trees within site tree height distances from the roads. Slash Disposal treatment within 0-30 feet of roads from the Contract Area, and within the Waldo Lake Units, and an optional item for slash disposal treatment within 30-100 feet of the roads. Deliver 7,000 logs to a decking location for later use in stream and fish habitat restoration. Road Reconstruction within the Contract Area. Road Maintenance within the Contract Area. Suppression Repair treatments for Dozer Line repair, Log Landing repair, and Slash Treatments 0-30 feet from the road. All Suppression Repair treatments are optional items. Estimated Timber Volume and acres is as follows: The entire project area is estimated at 3,308 acres of roadside hazard tree abatement with associated slash treatments in removal areas. Forest Product volume estimates for the entire project are shown below. Volume quantities are made available with the understanding that values shown are Forest Service estimates and are not guaranteed. Interested Contractors are urged to examine the individual contract areas and make their own estimates. Approved LIDAR and RAV data has been used to determine volume on the Cedar DxP IRSC. The Roadside Units are estimated at 1,298 acres and 150,724 Tons of biomass. The Waldo Units/Subdivisions are estimated at 80 acres and 2,910 Tons of biomass. Solicitation Site Visit Date and Time: The Forest will hold a site visit for prospective contractors to discuss the end results of the project, and to facilitate dialogue on contractual requirements that are anticipated in the contract, and any discuss or consider any operational limitations foreseen by attendees. The site visit will be held on August 9, 2024, at 0900-1300 PT with a meeting location at Middle Fork Ranger District Office, 46375 HWY 58, Westfir, OR 97492.
