TRU-00169-04160 (SFN 7806124) Niles CSX Bridge Painting Project Each bid shall contain the full name and address of each person or company submitting same and shall be accompanied by a certified check on a solvent bank, or a bid bond; If a Bid Bond accompanies the bid, the Bid Bond must be in accordance to the "General Conditions". The bid bond can therefore be payable to Trumbull County and a bond for the full amount of the bid a guarantee that if the bid is accepted a contract will be entered into in the proper manner in accordance with ORC 153.54 The check or bid bond of all unsuccessful bidders shall be returned to them by the contracting authority immediately upon awarding the contract or rejection of all bids. A Performance Bond and Maintenance Bond must be provided to Trumbull County. State of Ohio Fund 7031 and 7035 monies are being used to assist construction and relevant state requirements will apply. PREQUALIFICATION: Only pre-qualified (specifically Work Type 26 - Structural Steel Painting) contractors through ODOT are eligible to submit bids for this PROJECT Pre-qualification status must be in force at the time of bid, at the time of award, and through the life of the construction contract. For work types that ODOT does not pre-qualify, the LPA must still select a qualified contractor. Subcontractors are not subject to the pre-qualification requirement. With respect to any subcontracting, the "prime" contractor must perform no less than 30 percent of the total original contract price. That, in the hiring of employees for the performance of work under the contract or any subcontract, no contractor, subcontractor, or any person acting on a contractor's or subcontractor's behalf, by reason of race, color, religion, sex, sexual orientation, age, disability, military status (as defined in R.C. 4112.01), national origin, or ancestry, including R.C. Chap. 4112, shall discriminate against any citizen of the state in the employment of labor or workers who are qualified and available to perform the work to which the employment relates. That no contractor, subcontractor, or any person on a contractor's or subcontractor's behalf, in any manner, shall discriminate against or intimidate any employee hired for the performance of work under the contract on account of race, color, religion, sex, sexual orientation, age, disability, military status (as defined in R.C. 4112.01), national origin, or ancestry, including R.C. Chap. 4112. Bidders are required to comply with the Minority Business Enterprise (MBE) requirements set forth in Section 164.07 of the Ohio Revised Code, and Rule 164.132 of the Ohio Administrative Code. All contractors and subcontractors involved with the project will, to the extent practicable, use Ohio products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, The Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required. Bidders must comply with the prevailing wage rates on Public Improvements in Trumbull County, Ohio, as determined by the Ohio Department of Commerce, Bureau of Wage and Hour Administration, 614.644.2239. The attention of the bidders is directed to the requirement that each proposal must be accompanied by a Non-Collusion Affidavit duly signed by the bidder, and a Personal Property Delinquent Tax Affidavit duly signed by the bidder - required by Section 5719.042 of the Ohio Revised Code - thereof. No Payment shall be made on any Contract for which no such affidavit has been submitted. The awarding Trumbull County Commissioners reserve the right to accept or reject any or all bids, and to delete any part of the proposal herein. In the event the supplier refuses to enter into a contract, the supplier will be held liable for damages and expenses as provided by law, as per Ohio Revised Code Section 153.54. Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. Bidders must be listed on the Plan Holder's List at the Trumbull County Commissioner's Office in order to be considered for award of a contract. Listing on the plan holder's list occurs once a bid package is requested and obtained by a bidder.
