Appomattox County is soliciting proposals from qualified firms interested in providing solid waste planning services to Appomattox County The initial task will be to perform a study to determine all options available to the County in terms of future waste disposal. It is anticipated the study will: 1. Provide an overview of all current and developing disposal options including, but not limited to the following: a. Remaining a member of the Region 2000 Services Authority, to include associated costs for expansion of the Authority's existing Livestock Road Landfill b. Transporting trash to a private commercial landfill c. Converting waste to energy onsite at the Morning Star Road facility d. Opening two (2) currently permitted cells at the Morning Star Road facility totaling 25- 30 acres, for use by Appomattox County residents only e. Constructing and operating a transfer station, either by a private 3rd party or by the County itself 2. Provide comparison with pros and consfor each disposal option. 3. Provide budgetary cost estimates and preliminary timelines for implementation of each scenario. 4. Provide a ranking of all scenarios with a recommended solution. Work Location: Appomattox, Virginia Should the contractor fail to perform the work to the satisfaction of the County, in its sole discretion, the County has the right to terminate the contract upon thirty (30) days written notice. In the event of termination pursuant to this paragraph, the contractor shall be paid for all services provided through the date of termination less any fines, remedial costs, or other fees that may be withheld. Insurance : By signing and submitting a proposal under this solicitation, the Offeror certifies that if awarded the contract, it will, at the time the contract is awarded, have all insurance levels required by Form D. The County reserves the right to accept or reject any or all proposals and waive formalities or irregularities in the process. A proposal, once submitted, shall be deemed final and binding on the Vendor, and shall constitute an option with Appomattox County to enter into contract upon the terms set forth in the proposal.
