Burner Replacement on Boiler Each bid must be on a Districts form and accompanied with a certified, cashier's check, bid bond, or Surety2000 electronic bid bond authorization code (preferred) with an approved surety company as defined in the Code of Civil Procedure 995.120, payable to "Los Angeles County Sanitation District No. 2," for an amount equal to at least ten percent (10%) of the total amount bid as guaranty that the bidder, if successful, will enter into the proposed contract and will provide separate performance (100%) and payment bonds (100%), insurance certificates, and other required documents for all required labor, material, equipment and tools. A copy of the bid bond, certified, or cashier's check must be uploaded at the time of bid, or the Surety2000 authorization code provided at the time of bid. The Bidder must provide the original copy of the bid bond within three (3) business days of the electronic bid opening. Failure to provide the original bid bond or check is a non-responsive cause; mail to the Districts at 1955 Workman Mill Road, Whittier, CA 90601 attention - Purchasing and Risk Management Section, Bid Bond enclosed & Bid Number. Question Deadline 08/08/2024 at 3:00 PM PT The Purchasing Agent reserves the right to reject all bids, to accept one part and reject the other, to waive irregularities in any bid, and/or award an order in the best interest of the Districts. Unless all bids are rejected, award shall be made to the low, responsive, responsible bidder. In the event of any such rejection, the Districts shall not be liable for any costs incurred in connection with the preparation and submittal of a bid. At the time of bid, the Contractor must possess a valid California Contractors License C-4 and maintain the license throughout the duration of the contract. No bidder may withdraw their bid for a period of sixty (60) days after the date set for the opening of bids. Scope of Work Special Provisions The contractor will be responsible for removing the existing burner on Boiler No. 11 along with the controls and any necessary trim (i.e., gas train, refractory ring, etc.). The contractor will then furnish and install a new burner on Boiler 11 including all necessary controls and trim. After replacing the burner, the contractor shall, at a minimum, startup and commission the new burner, tune the burner to =7 ppm NOx and = 50ppm CO2, train Districts Operations staff on operating the boiler, and provide staff with documentation including, but not limited to, maintenance and operational documents, drawings, and burner specifications. A. Removal of Existing Burner The contractor shall provide all necessary parts, labor, and materials to remove the existing Industrial Combustion Burner (Model: LNDG-252P-20) from Boiler No. 11 (Make: Burnham Industrial; Model: LN5L 500-SPL-IC). The contractor shall also provide all necessary parts, labor, and materials to remove the burners controls and any necessary trim (i.e., gas train, refractory ring, etc.). Please see attachments 1 and 2 for existing Boiler and burner specifications and drawings. The contractor shall field verify the dimensions illustrated in the drawings. B. Installation of Proposed Low- NOx Burner The contractor shall provide all necessary parts, labor, and materials to install a new ultra-low NOx burner, controls, and necessary trim. The replacement burner shall be a Power Flame model NVC10-G-30, or approved equivalent. The burner need not utilize flue gas recirculation. Attributes and specifications for the new burner and controls can be found below: 1. General Requirements a. Furnish and install a new ultra-low NOx natural gas burner. The burner and burner installation shall meet all applicable code requirements. 2. Low-NOx Burner Description a. The burner shall have a maximum fired duty of 16.7 mmBTU/hr. Gas pressure at the burner gas train supply connection shall be a minimum of 8.0 PSI. b. NOx emissions shall be guaranteed to be less than or equal to 7 ppm, corrected to 3% O2, and CO emissions shall be guaranteed to be less than or equal to 50 ppm, corrected to 3% O2, over the full range of burner operation. i. The burner manufacturer shall have a minimum of 30 burners in operation for over one year in the state of California that have met the emission requirements stated above. The manufacturer will be required to furnish source test reports for each of the installed and operational burners.
