Site work and new construction of a mixed-use development in Saint Louis, Missouri. Completed plans call for the construction of a multi-residential development; for site work for a multi-residential development; pre-engineered storage facility; and pre-engineered storage facility.

SLDC and the City wish to pilot innovative techniques such as modular construction, prefabrication, panelized construction, hybrid prefabrication systems, and 3D printing for the design-build and construction of 10 to 20 contemporary homes on a 3-to-5-acre site in the City of St. Louis. This RFQ is intended to enable SLDC and City staff to qualify a subset of applicant teams to respond to a site-specific Request for Proposals (RFP) in November, 2024. Through this process, SLDC and the City will prioritize the development of small attached and detached single-family homes, two to four-unit multifamily properties, and other missing middle housing types with lower per-unit construction costs. The review process will place an overall emphasis on the creation of affordable, quality, and climate-resilient units. One goal of this pilot is to give communities examples of innovative homes that meet city standards and prove to area homeowners, leaders, lenders, and realtors that modern building technologies can provide quality, affordable homes that will help repopulate and reinvigorate City of St Louis neighborhoods. By focusing these resources block by block, SLDC and the City are working to revitalize marginalized communities and build residential housing markets. Another critical goal of this pilot program is to fill a gap in the Citys supply of quality for-sale housing options and create wealth-building opportunities for qualified households. In the long-term, the initiative aims to scale the production of homes to sufficiently support new housing appraisal and sales comps in areas that have seen little or no recent development. Further, SLDC and the City seek to support the growth of the broader modular construction industry in the region and concentrate manufacturers, suppliers, and installers in the City in coordination with complementary workforce development programs currently underway. Estimated Timeline of Product Deliverable Selection: Fall 2024 Contracting: Winter 2024 Design: Winter 2024/Spring 2025 Manufacturing/Installation: 2025 SCOPE OF WORK A. Homebuilding & Design Services 1. SLDC is seeking a qualified applicant to produce, fabricate, and/or manufacture the components necessary to assemble and construct innovative housing options utilizing non-traditional techniques such as modular construction, prefabrication, panelized construction, hybrid prefabrication systems, and 3D printing. 2. Applicants should provide a portfolio of existing product designs for a range of modular or prefabricated residential unit types and sizes. This should include a mix of efficient layouts and bedroom types and may consist of detached single- family homes, townhomes, and/or small multifamily/courtyard buildings. References and examples of the use of these products should also be supplied. 3. Key design issues for city projects include energy efficiency, affordability, health and safety, durable and sustainable materials, and compatibility with surrounding urban fabric. Every residential project follows a careful planning process to ensure that these parameters are addressed, and that the project proceeds in a manner consistent with current plans for neighborhood development. Questions Regarding Specifications or RFQ Process To ensure fair consideration for all applicants, communication to or with any City or SLDC department director, manager, or employee during the submission process with the exception of those questions relative to the interpretation of specifications or the proposal process is prohibited. No interpretation of the meaning of the RFQ documents will be made to any applicant orally.
