West Sound Utility District (District) is seeking proposals from qualified firms experienced in Supervisory Control and Data Acquisition (SCADA) and telemetry systems for public utilities to provide the required integration services for upgrades of its older Modicon PLC/telemetry system at the South Kitsap Water Reclamation Facility (SKWRF) located at 1165 Beach Drive E. in Port Orchard, WA 98366. The wastewater treatment facility is owned by West Sound Utility District and the City of Port Orchard. The facility was expanded in 2004 and Allen Bradley systems were installed within the upgraded plant equipment and processes. The existing Modicon SCADA system, circa 1984 remained and was integrated to the newer Allen Bradley system. This Request for Proposals (RFP) is intended to solicit Proposals from Respondents capable of satisfying the SKWRF needs to provide services for SCADA/telemetry system upgrade improvements by replacing the existing Modicon System. No Bidder may withdraw a proposal after the deadline for the submittal of bids. Bids shall be submitted in accordance with the Contract Documents. Bids shall constitute offers to the District which shall be binding for thirty (30) days from the date of bid opening. It is recommended that Bidders "Register" in order to receive automatic email notification of future addenda and to place themselves on the "Self-Registered Bidders List." Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project.
