Renovation of a library in Charlottesville, Virginia. Conceptual plans call for the renovation of a library.

This project provides the County's share of funding for the renovation of Jefferson Madison Regional Library - Central Library location. The Central Library serves as the main branch and regional headquarters of the JMRL system. This building is co-owned by Albemarle and the City of Charlottesville. This project involves a total renovation of the interior of the Central Library to add public space for additional meeting rooms, technology, and youth services. Core systems (plumbing, electric, security, networking, HVAC) will be addressed to ensure an efficient, safe, and welcoming facility for the public. This funding recommendation is contingent upon: o The City of Charlottesville funding its required share. o Approval of a Memorandum of Understanding with the City of Charlottesville pursuant to the regional library agreement, which states, "Charlottesville and Albemarle shall be jointly responsible on an equal basis for the capital costs for the Central Library and Gordon Avenue Library. Project management costs for the Charlottesville-Albemarle capital item projects shall be governed by a separate Memorandum of Understanding between Charlottesville and Albemarle."o An expectation that the Jefferson Madison Regional Library will leverage sources of funding from community partners to assist in bringing this project to fruition. In its funding application, JMRL stated it "expects the Friends of the Library to be able to contribute a significant amount to this project as well. The Friends expect to begin a capital campaign once there is a commitment to this project from both owning jurisdictions. As of July 30, 2024, this project is included in the county 2025-2029 Capital Improvement Program (CIP) *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change.
