The Facilities and Community Services Department, Streets Division is responsible for the traffic signal maintenance and upkeep. The City is soliciting proposals from a qualified firm to prepare recommendations, costs, and a draft scope of work and provide Traffic Signal Timing sheet documentation and California Manual of Uniform Traffic Control Device (CAMUTCD) compliance review. The City is seeking assurance that clearance intervals for the City's traffic signals are CAMUTCD compliant and that the City has appropriate traffic signal timing sheet documentation. The selected firm shall document traffic signal timing charts and provide a compliance review of clearance intervals for 74 City traffic signals as identified Recommended Scope of Work The selected Proposer will document traffic signal timing charts and provide a compliance review of clearance intervals for 74-City traffic signals as identified by City staff. The total number of intersections will not exceed 74-signalized intersections. The City will provide information and field support as needed to complete the work. This proposed Scope of Work has been divided into two tasks: Task 1: Document Existing Traffic Signal Timing o Prepare an inventory of existing signal timing charts for 74 signalized intersections selected by the City. It is anticipated that a significant portion of the traffic signals selected by the City will be accessible through the City's traffic signal cabinets. The selected firm will upload traffic signal timing from each signalized intersection. The selected firm will visit the intersections in the field and upload existing programmed traffic signal timing directly from the traffic signal controller. The selected firm will create a database of controller timing sheet data for City review and future use current and final traffic signal timing charts (electronic PDF format) for each of the City identified traffic signals will be provided on a data storage media device acceptable to the City. Task 2: Review of Selected Signal Timing Parameters o The selected firm will review clearance intervals for each of the traffic s signals identified in Task. Any parameters or clearance intervals that may not meet City provided standards or those outlined in the CAMUTCD will be identified and recommendations for change will be provided to the City for their consideration and appropriate action. Minimum Staff Qualifications o The work outlined above will be completed and/or overseen by a certified IMSA Level 3 Specialist who is proficient in the conduct of such work on the Siemens and Econoline Signal Systems Software and with Siemens/Econolite traffic signal control equipment and SEPAC software. The certified Specialist will be utilizing the latest software programs compatible with the City's existing Siemens/Econolite controllers in the field.
