The Contract shall be awarded to the Lowest Responsive and Responsible Bidder whose Bid meets the requirements and the criterion set forth in this Invitation for Bids, the Authority's Procurement Code and is determined to be in the best interest of the DAA. In addition to price, the following factors may be considered in evaluating any Bid: delivery date after receipt of order, cash discounts, warranties (type/length), future availability, results of product testing, local service, cost of maintenance agreements, future trade-in value or availability of re-purchase agreement, availability of training courses, financial terms, space limitations, esthetics, adaptability to environment, cost of operation (if any), safety and health features relating to regulatory codes or requirements. Negotiations are not allowed when using sealed bidding except as set forth in the DAA's Procurement Code. The project on which bids are invited is generally and briefly described herein as ON-CALL ELECTRICAL REPAIR SERVICES FOR THE DUPAGE AIRPORT AUTHORITY LOCATED IN WEST CHICAGO, ILLINOIS. The project is described specifically and in detail in the Bid Documents attached hereto and made a part hereof. Minority-Owned, Woman-Owned, and Small Business Enterprises are encouraged to respond to this solicitation. All contracts for the construction of public works are subject to the Illinois Prevailing Wage Act (820 ILCS 130/1, et seq.) and DuPage Airport Authority Procurement Code Section 6-26 Responsibility of Bidders or Offerors. You are invited to submit your bid for this project in accordance with the attached requirements. If you have any questions regarding this project, please contact me at (630) 208-6184. Event bid note: The Bid Form must not be removed from, and must be kept attached to, such other sections of the Bid Documents to which it has been attached by DAA. Late proposals will not be considered and will be returned unopened. Bids submitted by facsimile or electronic delivery will not be accepted. The Executive Director or designee, in the presence of one or more witnesses, shall open Bids publicly at the time and place designated above. The name of each Bidder, the bid price(s), and other information as is deemed appropriate by the Executive Director or designee shall be read aloud or otherwise be made available. The record shall be available for public inspection and distribution. Except for those items identified as Proprietary Information, Trade Secrets or other information protected under the Freedom of Information Act, all data regarding any particular bid becomes public information immediately after a decision or Award relating to that bid has been made. The Executive Director may determine to make whole or partial awards or may reject any or all bids. If the bids are wholly or partially rejected, the solicitation may be canceled or the Executive Director may choose to re-scope the project and/or re-solicit bids, as may be determined in the Best Interests of the Authority. The Executive Director may waive technicalities, in his or her discretion. Multiple or alternate bids are prohibited and shall be rejected; a clearly indicated base Bid will be considered for Award as though it were the only Bid or offer submitted by the bidder. Doc notes: fee, plus shipping and handling, for delivered hard copies of documents posted to online Web site; $5.00 for any document package electronically downloaded from online Web site by members without subscriptions that include the DuPage Airport Authority in their subscription service territory. The DAA reserves the right to reject any Bid if the evidence submitted by, or investigation of such Bidder, fails to satisfy DAA that such Bidder is properly qualified to carry out the obligations of the Contract and to complete the work contemplated therein
