Renovation of a laboratory facility in Fort Belvoir, Virginia. Working plans call for the renovation of a 101,660-square-foot, two-story above grade laboratory facility.

General Description: Building 357, is located at 10215 Brubeck Rd. Fort Belvoir, VA 22060. The building is a testing lab with associate offices for the Research and Technologies Integration Directorate. The building was built in 1965, is a two-story building with large between floor utility spaces and a one-story penthouse level. The building has an area of approximately 101,660 square feet. Existing conditions: B357 is an aging building showing signs of deferred maintenance. The two-story portion of the building is constructed with concrete masonry units with a brick veneer and has a low-slope gabled roof with a modified bitumen roof finish. The penthouse has a steel frame with insulated steel panel veneer and a low-slope gabled roof with a modified bitumen roof finish. An electrical and mechanical yard is at the south end of the east elevation. This project addresses the steam boiler problems, leaks, and improper function. There are several obsolete systems (particularly heating) are still present. The steam boiler located outside mechanical room in the boiler room is inoperable. The steam boiler currently serves an HVAC load and a domestic hot water supply load. The intent of this project is to demolish the existing steam boiler and its associated equipment to replace it with 2 natural gas hydronic boilers that meet the HVAC load and provide a separate electric water heater to meet the domestic water supply. Preproposal Site Visit: a pre-proposal site visit can be arranged with the project manager. The site visit provides an opportunity to discuss and clarify this Request for Proposal (RFP). Nothing said or represented during the site visit shall be deemed to modify RFP requirements unless followed by a written amendment. The Offeror is requested to submit questions relative to the RFP after the site visit through the RFI process. Any government provided building drawings are provided for reference only, the contractor still has the responsibility to verify all site conditions. It is the contractor's responsibility to verify load-bearing and non-loading walls if any demolition of walls are included in the scope of this project. Contractor to provide a signed engineering assessment and drawings stamped by a licensed structural Professional Engineer (PE) to the government for review.The performance period for this contract is 365 calendar days. Notice to Proceed (NTP) will be issued 15 calendar days after award. The contractor shall complete the design within 90 calendar days after NTP.The Method of Contractor Selection has not been determined at this Time.
