Spillway Embankments Improvements - Fallasburg Dam The Fallasburg Dam (Dam) is located on the Flat River approximately two miles upstream of the City of Lowell, Michigan (Exhibit 1). The Dam is owned by Kent County (County) and is operated and maintained under a lease agreement for hydropower generation. The Federal Energy Regulatory Commission (FERC) regulates dam safety requirements, and the Michigan Department of Environment, Great Lakes, and Energy (EGLE), and Michigan Department of Natural Resources (MDNR) regulate environmental requirements. The Fallasburg Dam (Dam) is located on the Flat River approximately two miles upstream of the City of Lowell, Michigan (Exhibit 1). The Dam is owned by Kent County (County) and is operated and maintained under a lease agreement for hydropower generation. The Federal Energy Regulatory Commission (FERC) regulates dam safety requirements, and the Michigan Department of Environment, Great Lakes, and Energy (EGLE), and Michigan Department of Natural Resources (MDNR) regulate environmental requirements. The 120-year-old Dam features a rock-filled timber-crib concrete spillway, two adjacent earthen embankments, and a remote dike. The objective of the spillway embankments improvements (Improvements) is to install a steel sheet pile wall (SSP Wall) within and along the crest of the adjacent left and right embankments and remote dike to improve their stability and reduce seepage. The Improvements also include the placement of a filter berm (Filter Berm) along the toe of the left and right embankments to further intercept and control seepage exiting the lower embankment slope. Notice to Proceed: Pending the successful completion of contract negotiations, the County will issue the notice to proceed with the selected Consultant on September 16, 2024. Completion of Improvements Activities: Spillway Embankments Improvements must be completed no later than December 16, 2024.
