Each bid must be accompanied by: a completed Minority, Womens and Veterans Business Enterprise Participation Plan, detailing the good faith efforts of the contractor to include minority, women and veteranowned enterprises as subcontractors or material suppliers on the Project; a bid security for 5% of the total bid; and the contractors written drug testing program, which must be in full compliance with IC 4- 13-18. The Owner reserves the right to accept or reject any bid and to waive any irregularities in bidding. The Owner may consider a bid to be incomplete if it does not provide the required documentation as described in this Notice, including but not limited to the Minority, Womens and Veterans Business Enterprise Participation Plan. The Base Bid may be held for a period not to exceed sixty days before awarding Contracts. All Alternate Bids may be held for a period not to exceed ninety days before award and incorporation into the contract by proper Change Directive. SCOPE OF WORK 1. This specification covers the furnishing and installation of materials for telecommunications system structured cabling, complete and in operating condition as indicated on drawings and/or as described herein, applicable to new building construction projects and major renovations on all Indiana University campuses. For smaller renovations, exceptions may be required, but only if approved by the appropriate UITS representative on a case-by-case basis. Potential exceptions are noted in this document and in the UITS document IU Building Telecommunications Design Guidelines. 1.1. The telecommunication systems herein specified provides for Information outlets and other low voltage signaling functions (such as for energy management and security systems) through twisted pair, fiber optic, and coaxial cable. 1.2. The system shall provide acceptable outlets for any telecommunication device, which requires connection to other devices, networks or information services serving general university needs. 2. Products shall be as listed in this document or as directed by the Owner. 3. Installation procedures shall be in accordance with industry acceptable practices, product manufacturers recommendations, federal, state and local codes and standards, and shall include demolition and removal of materials as required to support the work. 4. This section includes tools, materials, equipment and labor necessary to complete a turnkey installation, including but not limited to the following items, which will be supplied by contractor unless otherwise noted by the University: 4.1.
