The project includes the removal of fill previously placed in the floodway along the northern side of Bollinger Road to increase the shoulder width and stabilize the stream embankment along the section of Bollinger Road parallel to the Tulpehocken Creek (Union Canal). The overall length of the fill area is 450 linear feet. The width of the fill area ranges from 33.86 to 14.26. The stabilization will include the placement of rock fill and hydroseeding to fill in voids and encourage growth for further stability. The total Limit of Disturbance (LOD) during the project is approximately 0.34 acres. During construction, the creek will be protected by the use of silt socks placed at the bottom of the embankment. All questions about the meaning or intent of the Bidding Documents are to be submitted no less than ten (10) days prior to the date for opening Bids via the "Clarifications" Feature in online. All bidders must submit bid security in the amount of ten (10%) percent of the total bid submitted naming as payee or oblige, Marion Township, Berks County. Any BID received after the time and date specified will not be considered. No bid may be withdrawn for a period of sixty (60) days after the above specified date for receiving, opening, and reading of Bids, except as specifically provided by law. The successful bidder (Contractor) will be required to execute the Agreement and to furnish a "Performance Bond" and "Payment Bond" all on the respective forms provided in the Contract Documents. The Contractor will also be required to furnish evidence of insurance coverage as required by the Contract Documents. The wages paid shall be subject to the Pennsylvania Prevailing Wage Act approved August 15, 1961, P.L. 987 as amended and supplemented, and the Pennsylvania Human Relations Act of 1955, P.L. 744, No. 222, as amended June 25,1997 by Act 34 of 1997, 43 P.S. 951-963, shall also apply to this Contract. All work must occur between June 2nd and September 30th as required by BCCD. The award of the project is contingent upon a settlement agreement being signed between the Township and the property owner. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the contract documents must be paid on this project, and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. Marion Township, Berks County, reserves the right to waive any informalities in, or to reject any or all bids, and to delete any item or portion of an item without affecting the bids on the remaining items or portion of items.
