Site work, paving and outdoor lighting for a mixed-use development in Gainesville, Georgia. Bidders Questions Due Date: Friday, August 16, 2024 SCOPE OF WORK 4.1 The project is located at 1370 Athens St, Gainesville, in Hall County, adjacent from the Hall County Health Department to the southeast. 4.2 Bidders shall utilize the attached Addendum 1 - Butler Park Site Plan produced by Rochester and Associates, LLC as a reference to design paved walking paths, lighting, pedestrian bridges, bicycle trails/paths, and other necessary pedestrian infrastructure throughout the park. 4.3 Bidders shall include an estimated itemized cost for each element of the proposed pedestrian infrastructure in sufficient detail for review panelists to have confidence in the sequence, timing, and extent of work to be undertaken and the associated total costs for the contracted work. Estimated costs should include, but not be limited to, permitting, underground utility locates, right-of-way/easement acquisition (if needed), field surveying, removal and disposal of vegetation, stormwater mitigation, copies of as-built drawings, construction materials, labor, and other associated elements integral to the development and construction of pedestrian infrastructure. 4.4 All work is to be performed within the limits of the Butler Park property. The proposal response should assume no property or right-of-way, or easements are to be acquired. 4.5 Erosion and sedimentation control measures will need to be in place before and through the end of completion of work. The awarded Contractor shall be responsible for developing, permitting, installing, and monitoring erosion control measures through Hall County consistent with state and County requirements. The erosion and sedimentation plan and sequence of work should bear in mind the existing improvements in the park so as to avoid damage/Contractor replacement. 4.6 Addendum 1 - Butler Park Site Plan anticipates eighteen (18) light poles in the park spaced irregularly at direct distances averaging roughly 200 feet to be served by underground power. A lighting study has not been performed, so the actual number of lights needed to provide adequate security lighting for a specific type or range of height, fixtures, and color of light is not known and may be more or less than 18. The successful bidder should anticipate, budget, and consider impacts to schedule for coordinating a Lighting Study acceptable to the County, which acceptance will not be unreasonably withheld. Please note four (4) of the lights are placed at the corners of the basketball court and may require a different type pole/fixture. The County will consider solar powered lights and/or motion activated lighting, if doing so can be shown to be in the best interest of the County and safety of visitors to the park. 4.7 A small pedestrian bridge estimated at 65 square feet and of unspecified design load is anticipated in the southwest corner in the vicinity of an existing stormwater discharge from an existing stormwater pond but is not shown on Addendum 1. The bridge should be the same width as the multi-use path (eight (8) feet), include handrails, and be constructed of materials and design suited to its location and purpose. 4.8 A multi-use path (denoted as "proposed hardscape trail" in Addendum 1) shall be placed on compacted earth that is to be clear of roots. The path shall be 8 feet in width and 4 inches deep of 3000 PSI concrete with wire mesh on chairs. Hand troweled joints shall be at 12 to 16 feet spacing with broom finish surface and four-side frame surrounds on each panel. Alternate equivalents or decorative accents or transitions may be proposed. 4.9 Contractors shall provide all supervision, labor, equipment, and materials necessary to perform the Services. 4.10 The Contractor shall be responsible for all work performed in support of this contract. Subcontractors shall perform no work unless pre-approved in writing by the County. Contractors must disclose any intended subcontractors within the bid at the time of bid submission. If the Bidder intends to use a subcontractor(s) to fulfill one entire segment of this contract, then the Bidder should submit to the County professional references for the subcontractor on jobs similar in size and scope. Once the County has awarded the contract, the Contractor cannot change subcontractors without seeking written pre-approval from the County. The County reserves the right to check all references and conduct background checks on any changes to subcontractors or workers performing work under the contract. The Contractor shall be wholly responsible for the quality of their subcontractor's work. The Contractor shall disclose the percentage (%) of the work to be completed by each subcontractor.
