Prebid Conference: A pre-bid conference will not be held for this solicitation; however, potential bidders are encouraged to present questions and obtain clarification relative to any facet of this solicitation. Reference section II QUESTIONS REGARDING THIS INVITATION FOR BID" PURPOSE: The Virginia Department of Transportation (herein referred to as "VDOT") is soliciting bids from qualified firms to provide quality assurance and visual inspections for fabricated steel products in various locations throughout the United States of America (USA) as specified in the bid line items. The fabrication types consist of structural steel, miscellaneous steel, sign structures, signal pole structures, steel bridge railings, galvanizing, and coatings among others. PERIOD OF CONTRACT: From October 17, 2024 through October 16, 2025 (renewable). Reminder to Bidders: This solicitation includes the requirement for the Bidder to submit a Small Business Subcontracting Plan (SBSP) Attachment B with the electronic bid response in eVA. Bidders selecting the "I Plan To Complete All Work" box must be certified as a small/micro business by the Commonwealth of Virginia, Department of Small Business and Supplier Diversity (DSBSD) by the due date of this solicitation to participate in the SWaM Program. If the Bidder is not a DSBSD-certified small business, the "I Plan To Use Subcontractors" box must be selected and the Bidder shall identify on the SPSP attachment the portions of the contract that will be subcontracted to DSBSD-certified small business for the initial contract period and any subsequent renewal periods. QUESTIONS REGARDING THIS INVITATION FOR BID: Any questions regarding this invitation for bid shall be addressed to Debbie Bayles at Debbie.Bayles@VDOT.virginia.gov. The issuing office shall determine whether any addendum should be issued as a result of any questions or other matters raised. Provide questions no later than 5:00 PM EST on August 7, 2024 A. Scope of Work 1. The Contractor shall provide quality assurance inspection at plants located throughout the US for the duration of any Task Orders authorized by VDOT. Quality assurance (QA) involves verifying the plant quality control (QC) department is performing the required steps to monitor and ensure products are manufactured according to VDOT Road and Bridge Specifications, American Welding Society (AWS) Codes, contract documents (Plans, Special Provisions, Copied Notes, etcetera.) for the project, and in accordance with shop drawings submitted by the Prime Contractor and reviewed by VDOT or their agents. VDOT policies including the Materials Division's Manual of Instruction (MOI) and Virginia Test Methods (VTM) shall apply. These references may be found at web link: https://www.vdot.virginia.gov/doing-business/technicalguidance-and-support/materials/ The QA inspector shall perform periodic inspections to verify the QC department's inspections are thorough, and their reports are accurate and in conformance with quality standards and requirements. The Contractor shall advise VDOT of all issues related to the Task Orders, quality, and acceptance of the materials inspected. 2. Good communications between the Contractor, QA inspector, and the VDOT Representative are essential to addressing issues in a timely manner. The Contractor shall ensure that efficient electronic means of communication (send/receive emails, access to Microsoft Office applications such as Word, Excel, PowerPoint, upload/download necessary documents, files and specification, access to internet services, etc.) to and from VDOT is maintained. The contractor shall provide all required inspection records, test reports, and materials documentation in a digital format and in a manner designated or acceptable to the Department. The VDOT Project Number must be included in the subject line of all written or digital communication submitted to the Department.
