This A-E Services requirement is being procured in accordance with the Brooks Act (Public Law (PL0582) and implemented in accordance with the Federal Acquisition Regulation (FAR) Subpart 36. Firms will be selected based on demonstrated competence and qualifications for the required work. b. This procurement is restricted to Service-Disabled Veteran Owned Small Business (SDVOSB) firms. This requirement is being procured in accordance with the VAAR 836.606-73 as implemented in FAR Subpart 36.6. c. This is not a Request for Proposal and an award will not be made with this announcement. This announcement is a request for SF 330 s from qualified contractors that meet the professional requirements. d. The selection criteria for this acquisition will be in accordance with FAR 36.602-1 and VAAR 836.602-1 and are listed below in descending order of importance. The completed SF 330 will be evaluated by the Kansas City VA Health Care System Evaluation Board in accordance with FAR 36.602-5(a) and the selection report shall serve as the final selection list, which will be provided directly to the Contracting Officer. The Government will not pay nor reimburse any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. e. PROJECT INFORMATION A/E Firm shall provide all necessary design and construction period of services for Project 589-24-451 Construct Veterans Childcare Assistance Program at the Kansas City, MO VAMC. Design team shall create a complete package of Construction Documents to meet applicable design standards and building codes. Scope of work shall include, but not limited to, the following items: 1. Architect-Engineer(A/E) services are required for Pre-Design activities, preparation of Schematic Design, Design Development Documents, Construction Documents, Cost Estimates, and As-Built drawings. Complete design for Project within 274 calendar days from Notice to Proceed (NTP). Supplement B SUPPLEMENT B (For Schematics, Design Development, Construction Documents, Construction Cost Estimate and Construction Period Services) DESIGN TIMEFRAME: A/E shall deliver final construction documents No Later Than (NLT) 274 days after the Award/Notice to Proceed Letter. CONSTRUCTION BUDGET/DESIGN LIMITATION: Magnitude of Project between $500,000 and $1,000,000. B1 Schedule of Services: I. INTRODUCTION: General Description: This project will renovate approximately 987sf of existing space to construct a Drop-in Child Care Center. The project will consist of a children s play area, child safe restroom, vestibule for controlled entry, mothers room, and administrative space. This project will also ensure the space is compliant with the latest physical security and utility standards. The VA Kids Care shall serve children from 6 weeks up to 12 years old. Children with special needs are eligible up to 18 years old. The consultant shall provide all necessary architectural and engineering services as required to prepare complete contract drawings, specifications, technical reports, and cost estimates, including services throughout construction for " Construct Veterans Child Care Assistance Program . This project will completely renovate the ward to meet VA standards. Work includes, but is not limited to, professional design services of Architects, Mechanical, Electrical, Structural, Plumbing, Fire Protection Engineers and, Industrial Hygienist. Incorporate in the preliminary drawings the pre-construction risk assessment/evaluation as the sample attached. Life safety and infection control will be considered during all phases of design. Final construction documents will detail measures to be taken by the contractor to assure life safety and infection control. A preconstruction risk assessment will be completed and included in project submissions. Plans for phasing construction to minimize impact on the medical center will be incorporated into the construction documents. Plan construction to include impacts on the medical center such as relocating patient and staff equipment, providing temporary barriers, providing temporary utilities, minimizing impact on patient flow, etc. All design submissions will be submitted in accordance with the Program Guide PG-18-15, Volume C, for Minor/NRM projects. Construction documents will be required to be furnished in hard copy, electronic .dwg files (AutoCAD 2024 and Revit . RVT 2024 files) most current at the time of final design submission) and electronic .pdf files. All AutoCAD drawings (including subcontractors) shall be in an organized drawing file system using its Project Browser/Navigator . Cost estimates detailing quantities of materials, labor, profit, overhead, insurance, taxes, etc. Provide construction administration to include shop drawing and submittal review, site inspections, and RFI response. Energy Usage: The A/E shall design using the VA Sustainable Design Guide and Energy Star targets to reduce projected energy costs by 30 percent from the minimum standard set by ASHRAE 90.1-2013. This standard provides minimum energy-efficient requirements for the design, construction, and a plan for operation and maintenance of; new buildings and their systems, new portions of buildings and their systems, new systems and equipment in existing buildings, and new equipment or building systems specifically identified in the standard that are part of industrial or manufacturing processes. Water Usage: The design shall contribute to the Decrease Water Usage goal of 2% annually using low volume urinals, reduced flow faucets, and low volume toilets. Sustainable Design: Follow VA Program Guide PG-18-15 Volume C, LEED-EB OR LEED-NC, commissioning, and other applicable guidelines to design the project to meet goals of patient safety, patient and staff comfort, workflow efficiency, and energy efficiency. The design will meet LEED Silver criteria; however, the project will not be certified. Accessible Design: The design will shall be designed to ensure access to the handicapped and disabled. All facilities which are open to the public, to limited segments of the public, visited by the public in the conduct of normal business, or those which hire or have the capacity to hire civilian personnel, shall be designed and constructed to be accessible to the handicapped. Design and construction must comply with Architectural Barriers Act Accessibility Standard (ABAAS) for Federal Facilities and PG-18-13 VA Barrier Free Design Standard, whichever is most stringent. Infection Control: The design will clearly define and meet Infection Control Barrier criteria. The design shall be in accordance with the AIA Guidelines for Design and Construction of Hospital and Health Care Facilities and address; the impact of demolition, renovation including walls and ceiling, electrical, mechanical, equipment and equipment support installation, and new construction. HIPAA: The design will accommodate compliance with current HIPAA requirements. Complete and Functional: The design will document a complete and functional project for the intended use. Provide any additional design criteria necessary for project development (supporting calculations, equipment guide list, Design and Construction Procedures, design manuals, signage design, etc.). Integrated Project Team (IPT): The A/E shall consult with the VA Integrated Project Team (IPT) in development of design and construction documents. The IPT, the A/E shall determine design choices based on incorporating commercial and/or VA standards into the design. The VA Memorandum of Agreement, the approved SEPS Program for Design program, and Statement of Work will identify design parameters for preparing the documents. Each project development phase deliverable meeting is an interactive process with the IPT and the A/E firm meeting formally and informally at the KC VAMC to discuss the project design and related issues. The Architectural Engineering firm shall predicate each Design Phase (Pre-Design, Schematic Design, Design Development, and Construction Documents) on the final IPT approved documents of the preceding phase. Construction Period Services: Architectural, Engineering, Inspection, and Commissioning services are required for Construction Administration and quality/safety assessments for the duration of construction of the project and until the project is complete and as-built are relinquished. Review of Shop drawings and project critical inspections including but not limited to above ceiling, in-wall, commissioning as required and substantial completion punch. EVALUATION FACTORS: Selection Criteria are in accordance with Federal Acquisition Regulation (FAR) Part 36.602-5 and VA Acquisition Regulation (VAAR) Part 836.602-1. Prospective firms are required to address all selection criteria within submitted SF330 packages using additional pages as necessary. SF 330 submissions including any additional pages are not to exceed fifty (50) pages. Each page cannot exceed 81/2 x 11 in size. Linwood Blvd, Kansas City, MO 64128. will be reviewed and evaluated based on the following evaluation criteria listed below in descending order of importance: 1. PROFESSIONAL QUALIFICATIONS/ RESUMES Provide brief resumes of proposed team members who will specifically serve as the Project Manager(s), Designers of Record, and Quality Control Manager(s). In addition, provide resumes of other relevant team members or frequent subcontractors who will perform technical tasks under this contract including, but not limited to: Architects, Engineers (Civil, Structural, Mechanical, Electrical, Plumbing, Fire Protection/Life Safety, Commissioning), Cost Estimators, Environmental Safety & Health, Industrial Hygiene, BIM/CAD Tech. Include their record of working together The Designers of Record shall perform and direct the design within their respective discipline and shall sign and seal the drawings. All Designers of Record must be professionally registered in their discipline in the state of Missouri or in a state which Missouri has recognized their license. Each resume shall include a minimum of five (5) and a maximum of seven (7) specific completed projects in the past five (5) years that best illustrate the individual team members experience relevant to this contract scope. Resume shall state the role the specific individual played in the project. 2 SPECIALIZED EXPERIENCE & TECHNICAL COMPETENCE/ PROJECT LISTING This factor evaluates the amount of experience the AE firm has in designing similar types of work/facilities and evaluating their technical competence. The factor includes an emphasis, where appropriate, on the firm's experience in and technical competence in health care facility environments and child care. Provide a detailed narrative of a minimum of five (5) and up to seven (7) maximum relevant projects that have completed design AND completed construction within the last 10 years which best illustrate overall team experience relevant to this contract scope of approximately 1,000 SF of renovated space within an existing healthcare facility, Veterans Administration Medical Center design requirements including Physical Security, renovating said space for Child Care. List projects that demonstrate the teams experience with projects of similar size and scope to those to be performed under this contract. Provide dates of design and of construction, award amounts for both design and construction and final costs of both design and construction for each project. Critical Specialized Experience & Technical Competence areas to be evaluated are experience/familiarity with: Child Care areas Renovation of existing Medical Facilities Veterans Administration Medical Center design requirements including Physical Security 3 - CAPACITY: The general workload and staffing capacity of the design office which will be responsible for the majority of the design and the ability to accomplish the work in the required time. This factor evaluates ability of the AE firm, given their current projected workload and the availability of their key personnel, to accomplish the design project in the required time. It also requires that all firms submitting a 330 must certify that they can and will comply with VAAR 852.219-75 VA Notice of Limitations on Subcontracting. (i) What are your current staff levels, including consultants, available to accommodate this project while still maintaining ongoing projects/ workload (ii) Indicate the firms' present workload and the availability of the project team (including sub-consultants) for the specified contract performance period of 274 calendar days. 4 PAST PERFORMANCE Submitters will be evaluated on past performance on recent and relevant contracts with Government agencies (emphasis on VA work) and private industry in terms of construction cost estimating, cost control, quality of work, compliance with performance schedules and a record of significant claims against the firm due to improper or incomplete engineering services (references required). Project past performances that are older than 10 years will receive a lesser rating than those references for projects accomplished within the past 10 years. Provide 5 completed relevant project Final CPARS as past performance documentation. 5 - ESTIMATING EFFECTIVENESS. Provide information on the five (5) most recently awarded construction projects that were designed by this A/E team. Provide the project title, brief scope of work, A/E team s construction estimate total and actual construction award price. If the difference is greater than 10% explain why the A/E believes the difference was greater than 10%. If the team does not have any recent projects, provide the same information on projects that the prime A/E for this team was the prime A/E for the past projects. Provide the names, titles and experience of the persons that will perform the design for each discipline; and then has oversight of the entire estimate. 6- CLAIMS, TERMINATIONS AND LITIGATION. Claims and Terminations: record of significant claims against the firm or terminated contracts because of improper or incomplete architectural and engineering services will be examined. Provide information on any litigation involvement of the past five (5) years and the outcome. The Method of Contractor Selection has not been determined at this Time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
