This combined synopsis/solicitation for services prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation (FAR) as supplemented with additional information included in this notice. This synopsis/solicitation is being advertised as Small Business Set-Aside only. This announcement constitutes the only solicitation; no separate written solicitation will be issued. The contract will be awarded using simplified acquisition procedures in accordance with FAR part 13 and part 15 The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, Best Value. When submitting your proposals, request a price breakdown of the following: Cost of labor and supervision Cost of materials and equipment needed to perform the work. Prospective contractors shall also provide along with your proposal past performance documents which will be used to determine expertise to perform such work. Contract will be awarded to the vendor who can perform the work outlined in the provided SOW. Past Performance and Cost factors will also be used when selecting the award. (POC Information is below). Location of Project: Fuel Farm 15867 Fairchild Drive, Clearwater, FL, 33762 POINT OF CONTACT The Government Point of Contact (POC) for this work is Mr. Brandon Kelly, (727) 535-1437 Ext 1522, Email: Brandon.R.Kelly@uscg.mil. The Contractor shall coordinate with the POC to minimize interference with Coast Guard operations or personnel. All work shall be coordinated with other trades involved in the project and carefully laid out in advance. Performance Period: Performance of work is expected to commence NLT 7-10 business days after award is made. Anticipated award date: Aug 23 2024 Q&A's: Questions concerning the work requested must be sent to Mehdi.Bouayad@uscg.mil by COB Thursday Aug 8, 2024. These Q&A's will be answered and posted to this solicitation as an amendment prior to close of solicitation. XI. SCOPE OF WORK: Scope of Work: This statement of work covers requirements for the inspection, cleaning, and certification of all 5 Aviation Fuel Storage tanks and all associated fuel piping and filter vessels at Coast Guard Air Station Clearwater, Clearwater, Florida. Quality Control: The Contractor shall be responsible for the quality of service performed under this contract. Hours of Operation: Unless otherwise approved of in advance by the Contracting Officer's Representative (COR), all work shall be completed during normal working hours from 7:00 a.m. to 3:00 p.m. Schedule: The Contractor shall provide service to the Coast Guard Air Station as specified in section 7. All scheduled work shall be performed in accordance with the schedule as outlined in section 7 or as determined by Contracting Officer or Representative and is subject to change at the discretion of the Contracting Officer or Representative. 3. The Contractor will be responsible for all connection and disconnection costs. Restrooms are provided in building 847804 (Fuel Farm Testing and Operation Building). Government Responsibilities: The government will ensure that all vehicles and equipment are removed from the work area. Prior to turning fuel tanks over for inspections, the tanks will be drained to the lowest possible extent with minimal fuel remaining. Contractor Furnished Items and Supplies Contractor Responsibility: Except for those supplies or services specifically stated to be Government furnished in Section 2, the Contractor shall furnish everything required to perform this statement of work. Quality of Contractor furnished Material: Materials supplied by the Contractor shall be of a quality to conform to applicable Federal Specifications and meet material specifications to accomplish certifications and cleaning. Use of Chemicals: All chemical used by the Contractor under this contract shall be approved by the EPA. All chemicals shall be used according to manufacturer's instructions. A list of chemicals used, by the Contractor shall be provided to the COR. The list shall include the manufacturer's name, the intended use, the quantity, and date used, and a Safety Data Sheet (SDS) for each chemical. Unknown Chemicals: material which the COR suspects of not meeting Federal Specifications shall be tested by a recognized testing laboratory at the Contractor's expense. A copy of the laboratory report giving the results of the test and a sample of each product, if requested, shall be submitted to the COR. These products shall meet the requirements established by applicable Federal Specifications or be considered unacceptable for use. Contractor Responsibilities No work shall begin for the performance of the Statement of Work until a thorough walk around of the job site has been conducted by the COR and the awarded Contractor's supervisor. The Contractor shall coordinate this with the COR within 10 days of bid award. The Contractor shall replace or repair to original condition, any damage to Government equipment and/or property caused by the performance of this Statement of Work. The Contractor shall be responsible for ensuring all underground utilities are marked prior to the start of performing any ground repair or replacement work under this contract. Any visits to the work site by utility companies, or their contractors, shall first be arranged through the COR. Damage to underground utility lines or pipes, if costs are incurred, shall be repaired at the expense of the awarded contractor. Materials used by the Contractor shall be of a quality to conform to Florida Grade One standards, other applicable Federal and State Specifications. The Contractor shall supply a list of at least three references, with point of contact, verifying quality of work completed within the last year. The reference list shall be provided within 5 days of bid award. Definitions Fuel Farm. An area that houses all items that are used to store and transfer bulk fuel. Fuel Tank. A tank used by Air Station Clearwater to store bulk Jet Fuel. Air Station Clearwater has Two 30,000-gallon tanks and Three 20,000 gallon tanks Fuel Piping. Any of the associated piping, valves, pumps, and transfer devices used to deliver or remove Jet Fuel to the Fuel Tanks. Fuel Filter Vessels. Device used to filter fuel from Fuel Tanks COR. Contracting Officer's Representative. Specifications Location. This contract covers the Fuel Storage tanks and associated piping and filter vessels owned by the US Coast Guard Air Station Clearwater. Fuel Farm is location is separate from US Coast Guard Air Station Clearwater property. Physical location of fuel farm is 15867 Fairchild Drive, Clearwater, FL. 33762. Notification. Unless the COR notified the Contractor of discrepancies from a recent visit, The Contractor is to notify the COR at least 48 hours before performing any of the work included in this contract. Fuel Farm Inspection and Cleaning Specific Tasks Internal & external inspection (Visual & Ultrasonic NDI) to include internal cleaning of Air Station Clearwater's 5 fuel storage tanks and associated support brackets (Two 30K Gallon and 3 20K gallon) in accordance with 40 CFR 112, STI SP001 and American Petroleum Institute Standards 653 for an "Out-of-Service" Inspection. Request inspection include same areas check in 2014 to help determine the rate of corrosion. External inspection (Visual & Ultrasonic NDI as needed) of all fuel farm piping in accordance with American Petroleum Institute Standard 570. Specific areas of concern include corrosion at piping support brackets, tank sump valves, and pipe thickness. In conjunction with the inspection, it is requested to ensure an ultrasonic thickness inspection of the piping, specifically at areas of corrosion is included in the report. Evaluation and completion if needed of pressure testing on fuel farm piping in accordance with American Petroleum Institute Standards 1110. Evaluation and inspection as needed of Fuel Filter vessels to ensure compliance. Inspection reports from 2014 and 2019 will be provided upon request. Inspection By the Government Inspection. The COR will monitor the work throughout the performance of the Statement of Work. Finished work shall be inspected by the COR. Safety. The contractor shall be responsible for the safe operation of any machinery involved in the completion of this contract. To include all safety requirement set forth by OSHA for working above the ground and to safety enter a confined space. Contractor shall provide the COR with a statement outlining all safety measures put in place to ensure OSHA regulations are met. Cleanup. The Contractor is responsible for cleaning up the work area of all materials and debris at the end of each work day, to the satisfaction of the COR. The Contractor shall repair any areas damaged during the performance of this Statement of Work. Personnel Requirement Qualifications: 9.1 Personnel: All Contractor personnel are required to be U.S. citizens or legal residents of the United States, at least 18 years old, and able to read, write and speak English fluently. The Contractor shall provide a supervisor, available at all times when work on the station is in progress, and sufficient personnel to comply with these requirements. All personnel shall receive visitor passes coordinated thru Air Station Clearwater's Fuel Farm Supervisor. The contractor shall provide the appropriate number of workers to complete the regularly scheduled maintenance within the hours of operation listed in section 1.3. 9.2 Point of Contact: The Contractor shall provide a point of contact that shall be available to discuss work performed under this contract, during the normal working day (8:00AM to 3:00 PM). The point of contact shall be able to read, write and speak English fluently. The name(s), telephone numbers and address of the point of contact shall be provided to the Contracting Officer and the COR with the proposal. 9.3 Liability Insurance: The Contractor is responsible for ensuring they have adequate liability insurance coverage under FAR provisions 28.306 and 28.307-2. In addition, the Contractor shall provide proof of third-party liability insurance that covers personal injuries and property damages. This insurance shall be provided with the Contractor's proposal.
