STATEMENT OF WORK Statement of Work (SOW) For: Harry S. Truman VAMC LYNX Active Threat Panic/Duress System GENERAL INFORMATION 1.0 Introduction: The purpose of this Statement of Work (SOW) is to outline the requirements for the contractor to update and upgrade our existing LYNX Panic/Distress system used during emergency situations. This project is critical to enhancing our emergency response capabilities, ensuring that the system is reliable, efficient, and able to meet current and future operational needs. This SOW provides a comprehensive overview of the requirements and expectations for the project, ensuring clarity for both the contractor and the government. 2.0 Scope of Work: The contractor shall provide all personnel, equipment, materials, and other resources necessary to successfully complete the deliverables outlined in this SOW, except for those resources explicitly stated as government-furnished. The work involves a comprehensive upgrade and update of the existing LYNX Panic/Distress system to enhance its functionality, security, and reliability. 3.0 Background: 75% of workplace violence occurs in healthcare facilities. With the increase of the possibility of active threats within a hospital it was determined by National VA to implement safety measure systems available to VA Hospitals to improve response times to an active threat. One system available to Truman VA is LYNX Systems. It is built to detect loud noises, such as glass break detection, aggression detection, and gun shots, as soon as it happens allowing officers to respond to incidents before they escalate. Truman VAMC already has the computer-based LYNX panic/distress system on all of their VA desktop and laptops. The way the system is set up currently requires an individual to initiate the panic alarm by hitting two specific buttons simultaneously on their keyboard. The LYNX system upgrade increases safety for patients, visitors, and staff by improving situational awareness with quicker warnings and reduces response times by installing detection devices throughout the hospital, therefore not just relying on an individual to initiate the panic alarm. 4.0 Performance Period: Firm-Fixed-Price The contractor shall complete the work required under this SOW in 90 calendar days or less from date of award, unless otherwise directed by the Contracting Officer (CO). If the contractor proposes an earlier completion date, and the Government accepts the contractor's proposal, the contractor's proposed completion date shall prevail. The work shall begin within 30 calendar days of award, unless otherwise specified. Work at the Government site shall not take place on Federal holidays or weekends unless directed by the CO. The updated and upgraded Panic/Distress system will be accepted upon successful completion of all deliverables, passing of all tests, and approval by the government's designated representative. 5.0 Type of Contract: Firm-Fixed Price CONTRACTOR REQUIREMENTS 6.0 Technical Requirements/Tasks: The primary objectives of this project include, but are not limited to: 1. For every task, the contractor shall identify in writing all necessary subtasks (if any), associated costs by task, along with associated sub-milestone dates. The contractor's subtask structure shall be reflected in the technical proposal and detailed work plan. 2. All written deliverables shall be phrased in layperson language. Statistical and other technical terminology shall not be used without providing a glossary of terms. System Assessment: Conduct a thorough assessment with the facilities Physical Security Specialist, of the current Panic/Distress system to identify areas that require updates or upgrades. System Upgrade: Implement necessary hardware and software upgrades to improve the performance and reliability of the Panic/Distress system. System Update: Ensure the system is up to date with the latest technological advancements, including software patches, firmware updates, and compatibility with modern emergency response protocols. Testing and Validation: Perform rigorous testing and validation to confirm the system's functionality and reliability post-upgrade. Documentation: Provide detailed documentation of all upgrades and updates, including system configuration, user manuals, and maintenance procedures. Training: Offer training sessions for relevant personnel to ensure effective use and maintenance of the upgraded Panic/Distress system. 7.0 Government Furnished: Access to Harry S. Truman VAMC, 800 Hospital Drive, Columbia, MO 65201. Will need access to OI&T data closets which will require an extensive background check prior to work being completed to receive a specialist government ID. Work will not be completed on scheduled federal holidays unless previous request for date in question is approved by ELT. 8.0 Deliverables / Schedule: The contractor shall provide a detailed work plan and briefing for the VA project team, which presents the contractor's plan for completing the task order. The contractor's plan shall be responsive with this SOW and describe, in further detail, the approach to be used for each aspect of the contract as defined in the technical proposal. Timely submission of deliverables is essential to successful completing this requirement. All work must be completed entirely and the update/upgrade to the LYNX duress system must be fully functioning for the project to be considered complete. All deliverables and schedules shall be prepared and submitted according to format, content, and schedule described in the SOW. All "hard copy" deliverables will be submitted on paper and printed double-sided. System Assessment Report: A review of the facility will be conducted with the facility Physical Security Specialist to develop a comprehensive report detailing the current state of the Panic/Distress system and recommended upgrades/updates. Upgraded and Updated System: Fully functional Panic/Distress system with all necessary upgrades and updates implemented. Testing and Validation Reports: Documentation of all testing procedures and results, confirming system readiness for operational use. User and Maintenance Documentation: Complete documentation for system operation and maintenance. Training Sessions: Conduct training sessions for personnel to ensure proper system usage and maintenance. The progress report shall cover all work completed during the specified period and shall present the work to be accomplished during the subsequent period. This report shall also identify any problems that arose and a statement explaining how the problem was resolved. This report shall also identify any problems that have arisen but have not been completely resolved and provide an explanation.
