Ingham County (County) seeks proposals from qualified and experienced proposers to provide equipment and services necessary to implement and maintain a comprehensive electronic monitoring services program for the County's detention and correctional facilities. The agreement awarded through this RFP will not be exclusive. County agencies will be encouraged to utilize services through the agreement; daily rates and the quality of services provided will also encourage utilization of services under the agreement. The awarded proposer (Contractor) shall: 1. Accept referrals from multiple referral sources (e.g., Circuit and District Courts, Pretrial Services, Ingham County Sheriff's Office) from within Ingham County. 2. Staff must be available as required during and outside of the regular office hours of 8:30 am to 5 pm Monday through Friday including holidays. 3. Use a community-based program approach that will include client orientation and enrollment, installation, removal and maintenance of monitoring equipment, input of monitoring specifications, equipment activation within 24 hours after referral/same day when possible, client orientation, fee assessment and collection (including County enrollment fee), staff availability for weekend, Holidays and emergency program enrollment and equipment installation, staff availability for Court testimony upon request, problem resolution, and equipment updates. 4. Understand and comply with all County policies related to electronic monitoring. 5. Make determinations of eligibility for County Indigent Funding by collecting documents and information required pursuant to the County Indigent Funding policy and maintain all eligibility documentation in standardized client files. Provider will allow up to 30 days to determine indigency. Contractor may be required to provide documentation on a periodic basis to ensure indigent status approval is within the rules as outlined within the program. 6. Ingham County Correctional Facility (ICCF) will produce preliminary eligible inmate tether lists and provide this information on a regular basis electronically. Based on the report sent, the contractor will further determine eligibility to the program outline. This is to include, but not limited to Sheriff Client tether release based on percentage of time served and those eligible for the program based on the amount of their bond set by the court. The contractor will have access to the ICCF digital inmate messaging system at no cost. The contract will use the system to share eligibility information with the inmate/client in attempt to increase the overall use of the tether program. If necessary, the contractor will have the ability to communicate in-person or by phone when possible and does not interfere with the safety and security of ICCF. 7. Any onsite contractor employees or those given access to the digital inmate messaging system will be required to submit to a criminal history check and fingerprinting and take Michigan State Policy Security Awareness Training so they can perform duties as described in this RFP. 8. Contractor shall provide electronic monitoring for individuals admitted to local hospitals and placed on 'trustee status' per the Correctional Administrator or placed on temporary PR bond per the court at no cost to the County. Under this premise, the contractor will make themselves reasonably available to place a detainee on tether while at the hospital. Further, this temporary hospital program is for those individuals ordered to return to ICCF upon discharge from the Hospital. This individual on tether should be placed on active GPS with restrictions of only the medical facility in where the individual has been admitted. Any tamper or removal alarms must be immediately reported to ICCF command. 9. Provide two models of operation for consideration: 1.) Include a case management component program that requires regular weekly in person reporting, on-site breath testing, and provides clients with referral information regarding other community resources and services as appropriate - in addition to verification of activities for each participant while away from their residence, violation reports to department staff, daily review of participant activity and compliance with program rules and curfew schedules, AND 2.) Verification of activities for each participant while away from their residence, violation reports to department staff, daily review of participant activity and compliance with program rules and curfew schedules - without the requirement of regular weekly in-person reporting, on-site breath testing, and providing clients with referral information regarding other community resources and services as appropriate. 10. Effectively collect, monitor, track, and document individual program participation data, financial information, and be capable of providing aggregate data and successful completion rates for all services. Information must be provided to the County in the format and frequency requested by the County. 11. Serve as a collaborative partner by developing and maintaining strong working relationships with referral sources and other County personnel and by serving as an active, participating member of the EM Oversight Committee, including attending regular meetings to ensure successful implementation, successful ongoing operations and problem resolution. The contractor shall have no voting rights on the EM Oversight Committee. 12. Assess and collect an enrollment fee for each participant, on behalf of the County. The enrollment fee is currently $45 and applies to self-pay participants. The enrollment fee does not apply to Friend of the Court, indigent, and grant reimbursed clients. Enrollment funds must be provided to the County by the 15th of the month following the month in which they were collected. 13. Provide a full range of reliable, user-friendly, tamper-proof equipment to include home monitoring, active and passive GPS (that allows direct contact between the supervising program and the offender), Breath and Transdermal Alcohol monitoring. NOTE: The County is always interested in receiving information about new and/or alternative technology, along with information regarding advantages and disadvantages. 14. Provide secure and reliable monitoring services to ensure continuous electronic monitoring 24 hours a day/7 days a week/365 days a year with secure web-based internet access to client referral sources. 15. Provide non-compliance alerts and notifications to referral source personnel as specified by the referring agency. 16. In order to avoid self-paying clients getting way behind on paying for services, notify the Court through the assigned Probation Agent/Officer as soon as an outstanding balance of $300 has been reached so that a show cause hearing can be scheduled. Question Deadline 08/13/2024 at 3:00 PM ET Any explanation desired by a Proposer regarding the meaning or interpretation of this RFP and attachments must be requested only to the Ingham County Purchasing Department, at questions@ingham.org. If an addendum is required, it will be issued after this date. In the subject line of the e-mail, reference the Packet Number and Description: "Packet # 173-24, Electronic Monitoring". If it becomes necessary to revise any part of this RFP or if additional data is necessary to enable an exact interpretation of provisions of this RFP, an addendum will be issued to all vendors known to have received a proposal and posted electronically. Keep in mind that bids received at 11:01 a.m. are late and cannot be accepted. You will receive confirmation that your bid was received within approximately 15 minutes; if not, contact the Purchasing Department at 517-676-7222 or 517-676- 7322 to confirm receipt of your e-mail. If we are unavailable please leave a message and include, your name, phone number, email and "Packet #173 -24 - Electronic Monitoring". Award of Contract Award shall be made to the most responsible and responsive proposer whose proposal is determined to be the most advantageous to the County provided that the proposal has been submitted in accordance with the terms and conditions of the RFP and does not exceed the budgeted funds available. Right of Rejection The County reserves the right to reject any or all proposals, to waive any informalities or irregularities in proposals, and/or to negotiate separately the terms and conditions of all or any part of the proposals as determined to be in the County's best interests at its sole discretion even though not the lowest cost. Contract Term The term of this Contract shall be in effect for fiscal year 2025, commencing on/around January 1, 2025, through December 31, 2027. This Contract may be renewed for subsequent fiscal years by written amendment by the parties and upon approval by the Ingham County Board of Commissioners.
