Project work includes partial-depth roadway reconstruction, grading and paving approximately 4,100 linear feet of road, new concrete sidewalks, new bituminous concrete multi-use trail, granite and concrete curbing, storm drainage modifications, new catch basin tops, new manhole frame and covers, driveway aprons, pavement markings, signage and associated work. All requests for such interpretation must be in writing to be given consideration for a reply and must be received. The City of Torrington reserves the right to accept or reject any or all bids, to waive technicalities, or; to award the contract to a bidder other than the lowest bid, and to award the contract as it feels will best serve the public interest. A bid bond, in an amount not less than five percent (5%) of the amount of the bid shall accompany each bid. A non-collusion statement for Prime Contractors and any addendum acknowledgement must also be submitted at the time of the bid. State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract for award to subcontractors holding current certification from the Connecticut Department of Administrative Services ("DAS") under the provisions of CONN.
