Reference Number: 0000359160 The purpose of this Request for Proposal (RFP) is for the San Luis Valley Boys & Girls Club ("Club") to solicit proposals for a Phase 1 Environmental Site Assessment (ESA) for the future site of the San Luis Valley Early Care and Learning Center ("Center") in Alamosa, Colorado. The Assessment is necessary for the Club to move forward with receiving a previously awarded Community Development Block Grant (CDBG) from the Colorado Department of Local Affairs ("DOLA"). Alamosa is located in the San Luis Valley at the intersection of U.S. Highways 160 and 285 and is about 120 miles southwest of Pueblo. Alamosa is located fifteen miles from the Great Sand Dunes National Park and Preserve. The city, with a population of 9,806 (2020 census), is a regional hub for education, retail, service, and medical facilities. Alamosa is the location of many of the region's major employers including Adams State University, Trinidad State College, the San Luis Valley Regional Medical Center, and Valley-Wide Health Systems. The city has experienced challenges due to its geographical isolation and designation as an Area of Perpetual Poverty by the U.S. Census Bureau. The city is presently experiencing a 33% unmet need for childcare. The proposed San Luis Valley Early Care and Learning Center ("Center") is intended to fulfill this need and has recently completed the design phase. The successful consultant will, in accordance with the highest professional standards, complete a Phase 1 Environmental Site Assessment. The Assessment is necessary for the Club to move forward with receiving a previously awarded Community Development Block Grant (CDBG) from the Colorado Department of Local Affairs ("DOLA"). The Phase 1 Environmental Site Assessment must meet all the U.S. Department of Housing and Urban Development (HUD)'s requirements as set forth in 24 CFR Part 58.
