https://austin.urbanize.city/post/austin-development-news-oct-2024-lincoln-goldman Pflugerville inks three contracts for Colorado River waterline project "Construction for the Colorado River pump station and waterline will begin in the coming months following City Council approval of three separate developer contracts.” (Grace Warhurst, Community Impact) ---------------------------------------------------------------------------------- The City of Pflugerville, Texas will be soliciting competitive sealed proposals for furnishing all labor; material, tools and equipment and performing all work required for the Secondary Colorado River Raw Water projects including the Pump Station Expansion and Raw Water Line Packages 2, 3, and 4 as described below: RFP 2024-012 "Secondary Colorado River Raw Water Line - Package 4" which consists of installation of approximately 25,091 feet of 42" raw water main, 431 feet of 42" raw water main installed within 66" casing by open cut, 125 LF of 30" raw water main, and 1,684 feet of 60" diameter casing pipe / tunnel liner plate by other than open cut, a pig receiving station, miscellaneous site improvements, and all related appurtenances. The City of Pflugerville intends to enter into a contract for each of these packages. The City intends to enter into contract negotiations and ultimately enter into a contract with the successful offeror to be chosen through a competitive sealed proposal bid process. Offerors may submit a proposal for one, two or three of the packages. All questions regarding this request for proposals are required to be submitted through the online webpage. The right is reserved, as the interest of the City of Pflugerville may require, to reject any and all proposals and to waive any informalities in proposals received. The right is also reserved to eliminate a portion of the work or add additional work as required to keep the total contract amount within the funds budgeted. The City also has the right to award any parts or combination of parts of the project it deems necessary. Any contracts awarded under this Competitive Sealed Proposal (CSP) are expected to be funded in part by financial assistance from the TWDB and/or WIFIA. Neither the U.S. Environmental Protection Agency (EPA) or the State of Texas, nor any of its departments, agencies, or employees, are or will be a party to this CSP or any resulting contract. Any contracts awarded under this Invitation for Bids are subject to the Build America, Buy America (BABA) Act requirements of Section 70901 of P.L. 117-58 of the Bipartisan Infrastructure Law, 2021. This contract is subject to the Environmental Protection Agency's (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA approved fair share goals toward procurement of Minority and Women-owned Business Enterprise (M/WBE) businesses. EPA rules require that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to M/WBEs through demonstration of the six affirmative steps. Failure by the Contractor to carry out these requirements is a material breach, which may result in the termination of the awarded financial assistance... Davis-Bacon prevailing wage requirements apply to the construction, alteration, or repair of treatment works carried out, in whole or in part, with assistance made available by the Clean or Drinking Water State Revolving Fund Programs (CWSRF or DWSRF). For additional information on Davis-Bacon Wage Rate Requirements and its applicability to this contract, please consult TWDB Guidance No. DB-0156. Disadvantaged Business Enterprises The TWDB Clean Water and Drinking Water State Revolving Fund programs receive federal funds from the U. S. Environmental Protection Agency (EPA). As a condition of federal grant awards, EPA regulations require that financial assistance recipients (Owners and Prime Contractors/Consultants) make a "good faith effort" to award a fair share of work to DBE's who are Minority Business Enterprises (MBE's), and Women-owned Business Enterprises (WBE's) whenever procuring construction, supplies, services, and equipment.
