Reference Number 0000359158 The CITY is accepting Statements of Qualifications for the following specialties: Contract 1 - On-Call Structural Engineering Services Scope of work includes performing assessments and making recommendations for the repair and/or replacement of structures at facilities and treatment plants for both metal and concrete structures, as well as engineering and design support for various water and wastewater CIP Projects. Facilities may include reservoir tanks, sewer lift stations, pump stations, digester tanks, primary clarifiers, metal stairways or beams/structures in process buildings/facilities, and concrete repairs to vaults or basins, Contract 2 - On-Call Corrosion Engineering Services Scope of work includes performing corrosion testing on piping, equipment, and structures to assess and recommend repair or approach for improvement. This may include developing an opportunistic cathodic protection program for maintenance or inspection staff to collect and track characteristic data on existing infrastructure for future condition assessment and evaluation. The development of this program will be at the CITY's discretion. Contract 3 - On-Call Environmental Consulting Services, Including Cultural and Biological Monitoring Scope of work includes preparation of environmental documentation, biological and cultural surveys, and preparation of environmental documents or consultation for compliance with California Environmental Quality Act (CEQA) as well as support and coordination for National Environmental Protection Act (NEPA) compliance. NEPA is required for federally funded projects. Additional support may include cultural inventory and monitoring, noise assessments, mitigation bank identification and coordination, and other related tasks. Contract 4 - On-Call Small-to-Medium Project Design Services This agreement shall be for small to medium-sized projects, ranging in design engineering value from $10,000 to up to $100,000. CITY envisions selecting multiple firms which will be divided into water and sewer projects. Design services would include the design of pipeline repair and replacements, treatment plant repairs that may include chemical tank replacements, pump/lift station repair projects, feasibility studies and cost estimates. Contract 5 - On-Call Geotechnical Engineering Services Scope of work for this agreement will include geotechnical investigation, compaction testing, and soils assessment for Water and Wastewater CIP projects, as well as compliance with our Beach Replenishment program. This may also include evaluation of soils conditions at facilities following rain events and emergencies and providing recommendations for soil stabilization or improvements. Firms with full lab testing capabilities are preferred. Contract 6 - On-Call Architectural Services Scope of work for this agreement will be to provide on-call Architectural Services and recommendations as-needed for Water and Wastewater projects. If CASp services are available, indicate as such as a select number of buildings within the Department be subject to this requirement. Contract 7 - As-Needed Land Survey and Construction Staking Services Scope of work for this agreement will include as-needed Land Survey and Construction Staking services, as well as, the full range of professional survey services, including, but not limited to, boundary and monument surveys, easement and legal plat descriptions, mapping services and other related work. Contract 8 - As-needed Electrical Services Scope of work for this agreement will include as-needed electrical design, assessment of existing power and/or backup generator requirements for water and/or sewer facilities, updating existing standards and specifications, feasibility studies, cost estimates/schedules, recommendations for improvements and other related work., review of designs with City's latest electrical, SCADA, programming, and startup requirements, draft RFP for electrical/SCADA upgrades to existing facilities. Contract 9 - As-needed Potholing Services Scope of work for this agreement will include potholing of existing utilities for water and sewer repair or replacement project. Work shall include obtaining the necessary permits for work in right-of-way or easement, backfill and repair of disturbed surface or pavement, and reporting for identification and location existing utilities. The CITY envisions a master agreement for each selected consultant with work assigned on a task-order basis. The agreement term shall be three (3) years with two (2) one (1) year renewal options, for a maximum possible term of five (5) years. The budget for the Water Utilities Department's Capital Improvement Projects range from $10,000 for small projects to more than $30 million. The Water Utilities Department Capital Improvement Program (CIP) has a proposed budget of nearly $80 million in anticipated projects in Fiscal Year 24/25 beginning July 1, 2024. In Fiscal Year 25/26 and 26/27, the Water Utilities Department CIP budget is expected to be $145 million and $170 million, respectively. Major CIP initiatives for the Department include the Downtown Water and Sewer Pipeline Replacement (currently in phase 2 of 5 phases); Recycled Water Expansion (construction of the Lower conveyance systems); decommissioning of the La Salina WWTP, along with construction of the Buccaneer Lift Station and Oceanside Mesa Garrison Lift Station and associated force mains.
