Demolition, site work and new construction of a multi-residential development in Saint Louis, Missouri. Completed plans call for the demolition of a multi-residential development; for the construction of a multi-residential development; and for site work for a multi-residential development.

LCRA Revitalization Corporation II (LCRARCII) is requesting bids from qualified contractors to oversee the demolition of existing buildings and construction of public improvement and site improvement work at Preservation Square Phase IV. The services to be provided through this RFB will be funded by The Coronavirus State and Local Fiscal Recovery Fund allocated to LCRARCII and passed through via a grant from the Missouri Department of Economic Development. All Supplementary Conditions in the attached Exhibit A shall be incorporated into any contract or sub-contact awarded pursuant to this RFB. To the extent any terms in this RFB conflict with the Supplementary Conditions in Exhibit A, the Supplementary Conditions shall control. LCRARCII intends to enter into a contract(s) with a General Contractor for: 1) Demolition and Site Preparation and 2) Public Infrastructure Improvements. Preservation Square IV will result in the creation of approximately 91 new residential units located on the northeast side of the Preservation Square development (see map below and attached drawings). In 2016, the U.S. Department of Housing and Urban Development (HUD) awarded the City of Saint Louis (the City) a Choice Neighborhood Initiative (CNI) Implementation Grant, which among various efforts within the Near North Side of St. Louis, supports the physical transformation of Preservation Square. The City selected McCormack Baron Salazar, Inc. (MBS) as the lead developer of the multi-family rental housing redevelopment. MBS is a Missouri Corporation specializing in the redevelopment of urban neighborhoods. Preservation Square I, which consists of 131 units, was completed in October 2022. Phase IIA (137 units) and Phase IIB (85 units) are under construction and expected to be complete in Fall 2024. In total, after five phases of construction, there will be 575 renovated and new construction units at Preservation Square. Phase IIB also includes a new on-site management office, community room and meeting rooms that will be available to all residents of the redeveloped Preservation Square. Preservation Square Phase IV includes the removal of existing residential buildings on site and the new construction of 12 townhome- and garden-style apartment buildings, totaling 91 units. II. DESCRIPTION OF THE PROJECT Preservation Square Phase IV is the second to last proposed phase in the redevelopment of Preservation Square. The scope of work for Preservation Square Phase IV will consist of 12 new townhomes and garden-style apartments constructed on the existing site. Existing project amenities consist of a green space and recreational areas with tot lots for young children. In-unit amenities include energy-conserving fixtures and energy-efficient appliances, dishwashers, washers, and dryers. All the buildings will be slab-on-grade with CMU foundations on concrete spread footings. Exterior walls will be wood framed with pre-engineered wood floor and roof trusses. Exterior wall finishes will include brick veneer, fiber-cement siding and fiber-cement panels. Roofs are both pitched with architectural grade asphalt shingles and flat, with a TPO membrane. The entire development, regardless of income requirements, will be constructed to a market-rate quality using sustainable materials compliant with the National Green Building Standard's bronze certification and any additional requirements as a result of HUD Green Resilient Retrofit Funding. For this to commence, the existing structures and improvements will need to be demolished and rebuilt. III. SCOPE OF WORK The Scope of Work for this project is broken into two sections: 1) Site Preparation and 2) Public Improvements. The drawings and plans associated with each section are attached as Exhibit B - Site Preparation Plans and Exhibit C - Public Improvement Plans. Additionally, see Exhibit D - Environmental Site Preparation Specifications for environmental remediation scope and regulatory requirements. All bidders should fully review and evaluate the plans in their entirety, and either be able to self-perform all activities identified, or put together a team of contractors to complete the entire Scope of Work of A general summary of each section is below. Improvements d) Electrical/Lighting Installation e) Utility Removal/Installation IV. SELECTION PROCESS 1. Public Bid Opening identifying bidders 2. LCRARCII to review full responses to RFB 3. LCRARCII holds a selection committee to recommend the lowest, responsive, responsible bidder 4. LCRARCII Board approval 5. Contract Execution Award of Contract In accordance with 2 CFR 200.319(d)(2), the contract must be awarded to the lowest qualified bidder. The selection committee established to review bids received will evaluate bids based on the information listed in Section IX. Bid Evaluation. LCRARC II reserves the right to reject any or all bids for a sound, documented reason, to waive informalities or irregularities in any bid, to advertise for new bids, or to proceed to do this work by other means, as determined to be in the best interest of residents of Preservation Square Phase IV. Any responding Contractor participates at its own risk and costs in submitting a response and bid. Unsuccessful bidders will be notified. V. QUALIFICATIONS/EXPERIENCE LCRARCII seeks contractors with successful completion of similar type and sized construction projects with the following capabilities: o Testing and removal of impacted soils above residential RSL levels in surface soils. o Demolition of existing buildings, fences, playgrounds, driveways, parking lots and other site features o Removal of existing building foundations and piers, as needed for proposed reuse. o Abandon in place and Demolition, as needed, underground site utilities. o Installation site security fencing. o Excavation of geotechnically unsuitable soils and placement of engineered fill in proposed building footprints to provide a stable building pad. o Excavation, processing and placement of environmentally impacted soils. o Excavation, processing and placement of geotechnically unsuitable soils. Some unusable soils and debris will be disposed of offsite. o Impacted, contaminated, unsuitable soils disposed of offsite will be placed in regulated landfill sites as required by applicable environmental laws. o Import, placement, and compaction of fill soil. o Installation of new site utility mains, manholes, inlets, and distribution lines; which include sanitary sewer, storm sewer, potable water, and electrical utilities. o Installation of new roadways, driveways, parking lots, sidewalks, signs, landscaping, and other site features. o Working with and sending documents to the City Board of Public Service and the Street Department for review and approval prior to construction. o Erosion and sediment controls for construction activities. o Contractor's experience with projects involving HUD funding and related requirements including Davis Bacon & Related Acts. o Experience with HUD environmental requirements and documentation. o Technical resources, including the ability to work with the Owner and Architect to refine the documents. o Contractor's understanding of HUD markups for general requirements overhead and profit. o Contractor's proven track record for completing projects on time and within the original contract amount o Contractor's commitment and demonstrated ability to maximize Section 3, minority-owned (MBE), and women-owned (WBE) business participation and Section 3 employment opportunities o Contractor's experience with sustainable design and construction practices. o Demolition of existing buildings, fences, playgrounds, driveways, parking lots and other site features o Removal of existing building foundations and piers, as needed for proposed reuse. o Abandon in place and Demolition, as needed, underground site utilities. o Installation site security fencing. o Excavation of geotechnically unsuitable soils and placement of engineered fill in proposed building footprints to provide a stable building pad. o Excavation, processing and placement of environmentally impacted soils. o Excavation, processing and placement of geotechnically unsuitable soils.
