Remodeling and renovation of a fire / police facility in Hays, Kansas. Completed plans call for the remodel of a fire / police facility; and for the renovation of a fire / police facility.

The new primary facility will be a remodel of an existing bank building located at 1100 Fort Street in Hays, KS. The existing building is approximately 15,750 sq. ft. and to accommodate all the City's space needs the structure will either need to include an addition and construction of an off-site storage building or the possible renovation of another adjacent commercial structure (1011 Fort Street). The existing bank building has a large courtyard located at the entrance, which is the area envisioned for the potential addition. A recent space needs analysis identified that the City of Hays police and municipal court operations will require 20,726 square feet by 2043. Proposals should clearly demonstrate how the design-build team can best satisfy the requirements of the City of Hays as set forth in this RFQ. After evaluation of the proposals, select design-build teams will be invited for formal interviewing. As part of the interview process, the shortlisted design-build teams will be asked to submit their price proposals. The City of Hays reserves the right to enter into an agreement with the firm presenting the proposal most advantageous to the City of Hays. Hays Police Department The Hays Police Department is a full-service law enforcement agency, divided into four major divisions: Administration, Patrol, Investigations, and Support Services. The Hays Police Department currently has forty-three (43) full-time employees and four (4) part-time employees. Thirty-eight (38) of the forty-three (43) full-time employees are sworn law enforcement officers. Municipal Court The City of Hays Municipal Court has two (2) full-time employees and contracts out the City Prosecutor and Municipal Court Judge positions. On average, the Municipal Court handles 2,450 cases and 3,450 violations per year. *Also housed in the building is a full-time IT professional dedicated to the needs of the Police Department and Municipal Court. Project Description In 2024, the City Commission approved an agreement to purchase the building and property located at 1100 Fort, Hays, KS 67601 for the location of the new Police Department and Municipal Court. The existing building is approximately 15,750 sq. ft. and to accommodate all the City's space needs the structure will either need to include an addition and construction of an off-site storage building or the possible renovation of another adjacent commercial structure (1011 Fort Street). The existing bank building has a large courtyard located at the entrance, which is the area envisioned for the potential addition. The selected firm will need to assist the City with prioritizing its space needs so that the retrofitted building(s) can accommodate the operational needs as reasonably as possible. Some of the features for this project may include but are not limited to the following: Administration o Office space for the Chief of Police, Deputy Chief of Police, Administrative Lieutenant, and the Administrative Assistant o Administrative conference room o Administrative records space Patrol o Office space for Patrol Lieutenants, Patrol Sergeants, and workstations for Patrol Officers and Community Service Officers o Patrol meeting room o Storage space for patrol equipment and uniforms o Armory o Interview rooms for citizens o Patrol records space o Locker room o Training room o The Police Department maintains a variety of extra team assignments, which are listed below. These teams may require their own dedicated or shared space for equipment and materials. o Special Situation Response Tactical Team o Training Team Defensive Tactics Equipment Reality Based Training Equipment ECDs (Taser) Equipment o Bike Patrol o Field Training Officers (FTO) o Honor Guard o Recruitment Team o Peer Support Team o Community Service Officers / Animal Control o School Resource Officer Investigations o Office space for supervisors, detectives, etc. o Major case meeting room o Investigation storage space o Interview rooms o Interview restrooms Evidence o Evidence lockers o Evidence processing space o General evidence storage o Property storage Municipal Court o Municipal Court room o Office space for the Municipal Court Clerk and Records Clerk o Meeting rooms for Judge and Prosecutor o Meeting room for defense attorney & translator o Storage space Support Services o Office space for the Office Manager, Records Clerk, IT staff, etc. o Misc. records storage space o IT data center o Necessary common areas Summary of Scope of Services The Scope of Services for the Project includes all disciplines necessary to completely design and construct the Project, including, without limitation, all on-site and off-site work. The services sought for this Project include all customary services normally provided under the umbrella of the design-build method of project delivery. This includes, but is not limited to, site survey for design and construction, complete design services, permitting and agency approvals, procurement, scheduling, estimating, value engineering, general contracting and construction services, construction administration, testing and inspections, commissioning, project closeout, and warranty services. The completed Project is to be a fully functioning facility as described in the contract between the City and the design-build team selected. Some of the key components of the phases of this project are defined below, though overall scope of services for each phase will be fully defined in the project agreements. (The proposer and Owner will work together to try and address any additional steps or work tasks they see fit to assist in the successful completion of objectives.) PHASE I: o Building evaluation of the 1011 Fort Street structure to determine its retrofitting potential. o Coordinate with City staff throughout the initial design phase. o Schematic design (30% level design). This will be the basis for moving to final design and construction. o Pre-construction services to develop detailed technical scope and guaranteed maximum price (GMP) for final design/construction. PHASE II: o Coordinate with City staff throughout the design phase. o Complete design to 100%. o Develop construction documents and project manual to be used in the construction process. o Coordinate with City staff throughout the construction process (weekly progress updates). o Construction/Renovation of building(s). o Testing and commissioning of the facilities. o Project close-out and warranty. Selection Criteria The successful design-build team will be the one who provides the best value to the City. In general, the Selection Committee will evaluate the following: 1. Organization and capabilities of the Design-Build team and individuals assigned to this project. 2. Experience of Design-Builder's team members in design, construction, and commission of projects similar in type and size to the City's project. 3. Expertise of Design-Builder in planning and constructing facilities of similar character and quality to the City's project. 4. Overall project approach, including schedule, facilitation of communication, and design concepts. Price Proposal After evaluation of the Statement of Qualifications, select design-build teams will be invited for formal interviewing. As part of the interview process, the shortlisted designbuild teams will be asked to submit their price proposals on a form to be provided by the City. Notification of Withdrawal of Proposal Proposals may be modified or withdrawn by an authorized representative of the designbuild team by formal written notice prior to the final due date and time specified for proposal submission. Submitted proposals will become the property of the City of Hays after the proposal submission deadline. Fall 2025 Construction Begins Fall 2026 Project Completed
