Project entails designing and furnishing natural play equipment for an area in the City's Wheaton Park. Proposals shall consist of a base bid, and an alternate bid to also install the equipment at the site. Provide complete design for furnishing the City of Hagerstown playground equipment. B. Project Schedule: The City wishes to have this project installed and ready for public use by April 30, 2025. Assuming a contract is negotiated with the successful firm by October 1, 2024, please indicate your ability to meet this schedule or provide an alternative schedule as needed to fabricate, ship, and install the equipment (if installation is included as part of the ALTERNATE proposal). Playground Overview: Wheaton Park is a small City park in the Jonathan Street community, one of the oldest African American communities in Western Maryland. The goal of this installation is to delightfully engage children and provide an alternative play experience in an urban environment. The project should incorporate multiple compatible playground features placed within the footprint area generally shown in Exhibit "A". D. Code Compliance and Permitting: The play systems shall be CPSC, ASTM, and IPEMA certified to validate the vendor's product(s) conform to all applicable standards. The proposed design must comply with all current ADA requirements as adopted by the City and the State of Maryland. A portion of the funding is from the American Rescue Plan Act (ARPA), which requires compliance with various federal regulations, and Davis Bacon Wage Rates. A package listing these requirements is attached. If your firm is only providing the play equipment and is not installing it, the wage rates will not apply to this project. The City of Hagerstown reserves the right to reject or accept any or all proposals submitted, either in whole or in part for any reason within its absolute discretion.
