BRIDGE REPLACEMENTS IN CANOVANAS PROJECT NO. PR ST ER PRMNT RPR (1) 693C73-24-R-000030 TWO-PHASE DESIGN-BUILD (D-B) SOLICITATION PHASE I REQUEST FOR QUALIFICATIONS (RFQ) This Request for Proposal (Design Build) Project No. PR ER PRMNT RPR(1), located in the municipality of Canovanas, Puerto Rico, is in strict accordance with the Solicitation/Contract instructions, notices, clauses, provisions, items listed below, and for the quantities of work actually performed at the unit prices as bid in the Bid Schedule, including all applicable Federal, State, and local taxes. This project is intended to address the design and construction (replacement) of Bridge Number 606 on Route PR-962 and Bridge Number 653 on Route PR-957, both over the Canóvanas River in the Municipality of Canóvanas, Puerto Rico. Both bridges are modular and require design and construction (replacement) from the current condition to concrete bridges. The work will include but is not limited to the design and construction (replacement) of the two bridges, a new roadway alignment, geotechnical subsurface exploration and laboratory testing, foundation design and construction, bridge approach work, retaining walls, temporary traffic control, right-way of acquisition, temporary and permanent erosion sediment control, utility investigation and relocations, scour design and countermeasures and other miscellaneous work. It should be noted that the bridges are in the Federal Emergency Management Agency (FEMA) Zone AE mapped floodplain. IMPORTANT SUBCONTRACTING PLAN REQUIREMENTS Required from all "other than small business" when the requirement is expected to exceed $750,000 ($1,500,000 for construction) [FAR 19.702]. Contracting Officer, Contracting Officer's Representative, and Small Business Specialist are responsible for approving a reasonable and realistic plan [FAR 19.705-4] [TAM 1219.201(e)(6)]. Legislated subcontracting goals are 44% - Small Businesses (SB), 5% - Small Disadvantaged Businesses (SDB), 5% - Women-Owned Small Business Entities (WOSB), 3% - HUBZone, 5% - Service-Disabled Veteran-Owned Small Businesses (SDVOSB). A copy of each subcontracting plan (or contractor statement that no subcontracts are to be awarded) must be provided to Eastern Federal Lands and approved by the Office of Small Disadvantaged Business Utilization prior to close of negotiations (or award of the IFB) [TAM 1219.705-5 and -6]. *The value for this project is based on a financial range.
