Site work for a road / highway in Ritzville, Washington. Completed plans call for site work for a road / highway.

Installation of a Fiber Optic line to the home within the City of Ritzville, Town of Lind and a middle mile trunk line, by installation of ariel fiber line, underground fiber line, co-location cabinets and buildings by overhead work, underground plowing and open trenching and other work, all in accordance with the Contract Plans, these Contract Provisions and the Standard Specifications. The work on this project includes, but is not limited to the following: Furnishing all labor, equipment and materials (unless otherwise noted) necessary for the construction of the project. Completing and complying with all permitting as required Production of as-builts Adams County is an Equal Opportunity and Affirmative Action Employer. This project is funded/partially funded through the Washington State Broadband Office with federal funds from the U.S. Treasury ARPA State and Local Fiscal Recovery Funds, federal award number SLRFP0002. Contractors must be licensed, bonded and insured in Washington State. Contractors are encouraged to commit to local hires for this project. Small, Minority- and Women-owned firms are encouraged to submit bids. Bids are required to include a five percent (5%) bid guarantee in the form of a cashier's check, money order, or surety bond. All work performed on this project is subject to state prevailing wage rates. Bids received after this time will not be accepted. Please review the entire bid package for a full list of reasons why a bid may be rejected. A couple items to take note of: o A preconstruction meeting will be required. o The County has already purchased railroad liability insurance as part of the permit process for the BNSF crossings. o Owner provided materials are onsite at the County Public Works Building located at 2035 W Hwy 26, in Othello Washington 99344. o The contractor will be required to provide monthly as-builts with every invoice. As builds will identify fiber sheath footages and unit quantities by scope of work. o The contractor will need to provide construction start and stop days to open the WSDOT permit. o The contractor must notify the permitting agency as noted in permit documents and comply with all instructions as provided. o Although all the potential premises with underground drop conduits are included in the designs. Only underground drop conduits to premises with signed waivers will be constructed. This list of premises will be given to the selected contractor following the award of the contract. These conduits will be constructed as part of this project and added to the bid units as each individual premise owner signs the underground drop waiver. The contractor will be responsible for contacting the property owner at least five business days in advance of any work on private property. o The railroad permitting fees have already been paid by the County. Flagging costs will not be paid by the County as a separate line item and should be incorporated into the construction bid. o All underground activities must be completed by December 2, 2024, including conduit and vault installation. o A mandatory Apprentice Utilization Requirement of 15% or more is required. See section 1-07.9(3) titled Apprentices of Special Provision for requirements. Adams County is an Equal Opportunity and Affirmative Action employer. All bidders must be licensed in the State of Washington to conduct business. Work must commence as soon as possible after the Bid award. The entire project must be completed within 115 working days. Weather days are allowed but need to be confirmed by the Owner and Engineer (WSDOT Standard Specifications). If construction leads to the inadvertent discovery of an artifact or bone that may be human in origin, all ground-disturbing activity must discontinue immediately. Department of Archaeology and Historic Preservation (DAHP) protocols will be followed. No payment shall be made for any construction delays related to DAHP protocols. The County may elect to extend the project completion date to reflect the time lost. A 5% bid guaranty and full payment and performance bond will be required for this project. The Board of Adams County Commissioners reserves the right to reject any or all bids, to waive informalities or irregularities in the bids or in the bidding, if the best interest of Adams County will be served, or to accept the bid, which in their opinion best serves the interest of Adams County. Bidders must meet the criteria in RCW 39.04.350. Question Deadline 08/21/2024
